And this time, he's helping Kenner Products sell a line of Terminator toys. The Cincinnati-based toy firm next month begins shipping action figures and accessories based on the Arnold Schwarzenegger hit Terminator 2: Judgment Day. Kenner, a major player in action figures for boys, pursued rights to a Terminator toy line because of the popularity of the movies with young boys, said Jamie Mattikow, product manager on the line. Fisher said he would be sending another letter to those who have not responded. Participation in certified arbitration is voluntary, but Fisher said he was confident more manufacturers would participate. "State-certified arbitration is a fast, fair and inexpensive alternative to the court system," Fisher said. Under the Auto Line program, the Better Business Bureaus in Ohio recruit, train and provide space for arbitration panels of at least three members. When a vehicle owner's complaint is not resolved directly by the manufacturer, the panel reviews the case and recommends a decision, which is binding on the business but not on the consumer. automaker to replace the vehicle or refund the purchase price. "I consider it my responsibility to bring other automobile manufacturers into the process," Fisher said at a news conference. The state-certified arbitration is handled through the Auto Line program operated by Better Business Bureaus. Automakers can participate in the program without state certification of their procedures. Earlier this year, Fisher sent letters to all of the major automakers asking them to submit plans for qualifying their arbitration programs for Ohio. THE ASSOCIATED PRESS CLEVELAND Ohio Attorney General Lee Fisher Monday promoted state-certified arbitration under the state's "lemon law" as a way of settling disputes between automakers and consumers. Fisher said General Motors Corp. and Volkswagen of America have joined Toyota in providing state-certified arbitration in cases where consumers might have bought a poorly made vehicle. The law requires automakers to repair any design or construction defect that affects the use, value or safety of a new vehicle within the first 12 months, or 18,000 miles.
