The effort to mediate the conflict marked an attempt by Gorbachev, last year's Nobel Peace Prize winner, to reassert his influence in foreign affairs after a tumultous season at home. "The Soviet Union has to deal with similar problems, and this explains why recent events in Yugoslavia arouse anxiety and concern in our country," Tass quoted Gorbachev as saying. Asked before the meeting whether he was optimistic for a settlement, Gorbachev replied: "We will have not one chance, but many chances." THE ASSOCIATED PRESS MOSCOW The presidents of Serbia and Croatia called for a cease-fire and negotiations to end their civil war Tuesday after talks with Soviet President Mikhail Gorbachev. Eight previous cease-fires since July failed to stop the escalation of hostilities in Croatia, which declared independence June 25. The announcement Tuesday gave no date for the start of talks nor any specifics on what the talks would deal with. But it was the first time the two leaders had met under the auspices of so important a leader as Gorbachev. Serbian President Slobodan Milosevic and intended to serve notice to Croatia and especially Serbia that they cannot settle their dispute by carving up Bosnia-Hercegovi-na. At the same time, it threatened to plunge the republic into the orgy of bloodletting that has claimed more than 1,000 lives in Croatia.
