' Factions labor to reconcile THE ASSOCIATED PRESS ALGIERS, Algeria Leaders of the Palestinian parliament-in-exile labored Wednesday to reconcile moderate and hard-line views over terms of Palestinian participation in Middle East peace talks. After two days of impassioned speeches by Palestine National Council members, leading delegates were working on a final policy statement that will give the Palestine Liberation Organization authority to decide on Palestinian participation, said Yasser Abed Rabbo, a member of the PLO executive committee. The statement should be submitted to the full parliament Thursday, he said. BY WILLIAM C. MANN The Associated Press ALGIERS, Algeria For a quarter of a century, Yasser Arafat has lived at the center of the back-stabbing intrigues that characterize Middle Eastern politics. The Israelis are refusing to have the ball passed back to them in the complex hostage-release arrangements, even though some Shiite Muslim clergymen in Lebanon say it is Israel's turn. A British hostage, Jack Mann, was freed by his Lebanese kidnappers on Tuesday.
