Going to the brink The warning that Hussein is taking steps to restore at least part of his former influence came in the wake of President Bush's vow to take military action if necessary to force compliance with United Nations resolutions authorizing inspectors to search for and destroy all of Iraq's weapons of mass destruction. Analysts said they expect Hussein to stave off any immediate U.S.-led military strike by agreeing to allow inspection teams aboard U.N. helicopters to operate without restrictions in their search for Iraqi weapons facilities. Such a response would be consistent with the policy Hussein has followed in post-war confrontations of going to the brink before finally backing down, but never fully complying with terms of the cease-fire agreement. Bush has indicated he is unlikely to allow Hussein to pursue this policy indefinitely without ordering a military strike. In Los Angeles this week, he declared that when a president warns he will take military action to ensure compliance with international accords, "he ought not to do it without being willing to back that up." Bush's advisers are urging him to announce on Monday a deadline after which the U.S. and its allies would launch forces to protect the U.N. helicopter searches, administration officials said Friday. But U.S. and other Western officials expressed concern and confusion over Iraq's continuing delay, after being told earlier in the week to expect a reply Thursday or Friday. The U.N. has insisted on written, unequivocal assurances from Iraq that the inspection helicopters will be permitted to fly without danger. After the 49th hour If the Iraqis fail to respond by Monday, Bush is now expected to give Iraq 48 hours to agree to the flights. "After the 49th hour," said one official, "the helicopters go in. They either go in without Iraqi agreement, in which case they will be entering hostile territory and protected as such, or they go in without such protection.
