tiny Birch Tree but it was the city of St Louis that boosted Bob Holden to the governorship in the wee hours of this morning With all but a few precincts reporting Holden claimed vic tory at a 2:30 am press con ference vowing to build a bet ter future for chil dren And his margin held inal returns later this morning showed the Democratic state Talent treasurer had garnered 491 percent of the gubernatorial votes and a victo ry with Republican Jim Talent taking 482 per cent the very beginning of this campaign outlined my commitment to children and I will continuejhat in office in education in health care in providing a better quality of life for all of our children throughout the state of he said early morning announcement capped a roller coaster ride that saw him trail ing by as many as 4 points by one early evening estimate But St Louis city voters who received a controversial 45 minute voting extension were among the last to be count ed and as midnight approached the tide turned toward the state treasurer Although the race was still knotted just before 1 am Talent saw the handwriting on the wall In a speech before he left his own St Louis celebration he told supporters: still optimistic for Gov Bush The trends are less optimistic in my think when you run a campaign for the right reasons and you do it in the right way the campaign is a winner no matter what the out come Talent said Holden said he has no specific strategy for his first 100 days as 53rd governor His next step is assembling a transition team and crafting a policy agenda In his campaign Holden focused on patient protections for those in managed care organizations a prescription drug benefit for seniors and a broad set of edu cation reforms Holden also paid tribute to the late Gov Mel Carnahan who was killed in an Oct 16 plane crash values that he learned in rural Missouri being bom in Birch Tree the values I was taught by my family in the community of Birch Tree live Holden said just sorry he not LORY of the Tribune's staff Citing and unprece dented state Republi cans are threatening to pursue legal action to address alleged problems in St Louis with last election John Hancock executive director of the state GOP said he will meet with attorneys and representatives of the John Ashcroft and Jim Talent campaigns to discuss their legal options after a night when the polls in heavily Democratic St Louis city remained open for an additional 45 minutes by order of a judge Talent and Ashcroft lost close races for gov ernor and US Senate respectively St Louis circuit judge Evelyn Bak er issued an order an hour before polls were to close extending voting to 10 pm in the city Democrats requested the order contending that long lines and snarls in voter regis tration had denied many city resi dents a chance to vote The St Louis City Board of Elections appealed the decision and a three judge panel set aside order around 7:40 pm Hancock said the GOP has also identified cases of unregistered vot ers who received court orders that allowed them to vote and allegations of 21 ballot boxes being left unat tended going to examine that with authorities on elections and attorneys and going to exam ine our Hancock said Jim Grebing a spokesman for sec retaiy of state Bekki Cook said there are two options when contesting an election result Candidates who are within 1 percent of the lead such as GOP gubernatorial candidate Jim Talent can request a standard recount In a race such as the Senate race where John Ashcroft trailed Mel Carnahan by more than 1 per cent Grebing said the party can go to court and outline its complaints before a judge who could then order a more stringent recount In court Grebing said plaintiffs could ask that all ballots be recounted by hand rather than with a machine for example of that is on the table and be making those decisions in due Hancock said All requests for a recount must wait until the election results are cer tified a process that might take two to three weeks The evening began with Democ rats charging that irregularities occurred The Democratic Party said a number of voters were turned away from the polls because of long lines and voter registration prob lems The petition that resulted in the voting extension was filed by Congressman elect William Lacy Clay the Gore Lieberman presiden tial campaign and the Missouri Democratic Party At last Democratic celebra tion Gov Roger Wilson told support ers really want to entertain the thought that any debate in this state or this country about whether a person gets to vote or not heard reports that we have an adequate voting mechanism here in St Louis Roy Temple executive director of tne state party said the election board adequately prepare to accommodate voters keep ing its monopoly on the Boone Coun ty Commission incumbent Southern District commissioner Karen Miller and Northern District commissioner elect Skip Elkin are ready to get on with the government grind Miller and presiding commission er Don Stamper will welcome Elkin a fellow Democrat to the helm Miller who won her fourth term last night plans to pick up where she left off after winning a troublesome campaign She kept her seat in a tense race with Republican Biff Barn er that was relatively close Miller garnered 18855 votes or 55 percent while Barner collected 15394 or 45 percent Miller said one of her first tasks will be to release the Boone County Vision Report the final product of a countywide land use planning effort that is supposed to guide planners in the county's development She also said work toward a regional sewer system in southern Boone County and the Ashland area will resume Barner said he is proud of his cam effort and he wouldn't rule out another run for office am proud of the fact that we ran a fairly issue oriented he said Bamer gathered with friends and family last night at the Smokehouse to watch the returns Elkin said he's already begun visit ing county departments to speak with appointed officials and employ ees it is just going to be roll up your sleeves and jump in head first not feet he said last night Elkin won a solid victory over Republican challenger Jerry Carring ton garnering 13545 votes or 60 percent to 9082 votes or 40 percent The win means he will have to resign his seat on the Hallsville Board of Aidermen and his position on the planning and zoning board The aidermen will choose a temporary replacement and call a special April election to find a permanent successor Carrington said his loss was pre determined He believes Gov Mel Oct 16 death meant the failure of his campaign and that of Bamer because it brought straight ticket Democratic voters to the polls Carrington also found it odd that the Southern District had a much higher turnout than the Northern District yesterday He suggested the county redrawing the lines Although he plans to remain an active Republican Carrington said he be a candidate again have offered myself enough times to the people of Boone he said In other county races Democrats kept all of their seats Public admin istrator Connie Hendren a Democ rat kept her position beating
