BY JIM CALHOUN The Cincinnati Enquirer The Rev. William H. Robbins, former preacher in Clermont County, died of heart failure and chronic lung disease Monday at his home in Raeford, N.C. He was 78.

The Rev. Robbins came to the Cincinnati area in June, 1955, from the coal fields of eastern Kentucky, where he worked in the mines by day and preached at night and on weekends. He served as pastor of the New Richmond Church of God in 1955 and 1956, then moved to the Batavia Church of God, where he worked as assistant pastor for a year. For health reasons, he gave up being a pastor and preached only at revivals in Ohio, Kentucky and North Carolina. "He was a quiet person.

He was a very strong believer in God," said his daughter, Sheila Robbins of Amelia. "He had a great deal of faith. "He felt a call when he was a young man at about the age of 24. He had never been brought up in church. But he was alone one time and he felt the Lord calling him to pray.

Then he was called to minister with others," she said. The Rev. Robbins used to live in Amelia, Batavia and New Richmond. He was a native of Stanford, Ky. In addition to his daughter, he is survived by his wife, Burdette Hale Robbins; seven sons, Jim Robbins, David Robbins and William Robbins, all of Fayetteville, N.C; Lonnie Robbins of Raeford, N.C, Rueben Robbins of Hamilton, Ohio, Jack Robbins of Lawrenceburg, and Charles Robbins of Florence, S.C; two other daughters, Shirley Rapier of Stone Mountain, and Karen Arthur of Chattanooga, 15 grandchildren and three great-grandchildren.

Richard Celeste's ballot proposal to spend more money on higher education. But the group, representing students at universities across Ohio, did not endorse the tax increases that Celeste recommended to finance the program. Jeff Berding, the association president, said students are concerned that without higher state spending levels for colleges, the cost of an education will be too much for them to afford. Students at state colleges now pay about 41 of the cost of their education. Celeste's education ballot issue, if approved, would lower the student share to 35.

THE ASSOCIATED PRESS COLUMBUS, Ohio State university presidents asked a Senate panel on Monday to pump an extra $160 million into the House-passed budget bill for higher education. Joseph Steger, president of the University of Cincinnati, asked a Senate Finance subcommittee to maintain what he called a momentum in educational excellence. "I can see nothing worse for Ohio's future than suddenly the train slowing down. It's much easier to keep it rolling than to start it back up again," Steger told the panel headed by Sen. Eugene Watts, R-Columbus.

Senate Finance Chairman Theodore Gray, R-Columbus, cautioned in response that the rate of spending growth which colleges have enjoyed in recent years cannot be sustained. "What I'm saying basically is the next decade is going to bring some shakedown cruises," Gray said. The Alabama businessman who tried to nominate Kentucky first lady Martha Wilkinson for a Nobel Peace Prize said Monday he was moved by her efforts against illiteracy. Bob Nelson, a Birmingham insurance executive who said he has also worked in the coal industry, said he has never met Gov. Wallace Wilkinson or Martha Wilkinson. But after reading an account in Parade Magazine of her efforts to promote General Educational Development (GED) degrees, Nelson said he wrote to the Nobel Committee in Oslo, Norway. "I guess I like to do things of that nature," Nelson said in a telephone interview.

"I just felt like she deserved recognition." Nelson said he has since learned that he is not qualified to nominate anyone for the prestigious award.
