We'll see the first experiment at 11 tonight with a new Channel 12 news format designed to lure viewers to the city's lowest-rated late newscast. The concept is to give viewers a complete daily digest including weather forecast and Reds' baseball scores (not just a tease to keep us tuned in) within one commercial-free block at the top of the newscast. "Our hope is to get people to watch either people who aren't watching an 11 o'clock news, or people who are watching the competition because what we're doing is so competely different," says General Manager Terry Connelly. Originally, Connelly envisioned a 12-minute digest, hence the unofficial "12 on 12" title. But as the station fiddles with the format this week the opening segment could shrink to 11 or 10 minutes.

Viewers also will notice that Channel 12's news doesn't end at 11:30 p.m., as the competition does. Connelly has expanded to a 35-minute late newscast the same trick he used as Channel 9's general manager two years ago. Connelly started Channel 9's "first weather check" before the first commercial break and made sure Dennis Janson teased us with sports headlines in the top half of the news. So "12 on 12" is basically an evolution of the "first weather check" format. (Nightline airs in its entirety on a five-minute delay.) Connelly says he had planned to adopt the format in January, until the Super Bowl-bound Cincinnati Bengals' forced him to change priorities.

When Channel 9 shrunk its late news back to 30 minutes during Super Bowl week, Connelly decided to revive the innovation at his current station. "I like 35 minutes of news," he says. "I think viewers liked more news too." Channel 12 will use the addi- This afternoon Murphy Brown (9 p.m., Channels 9, 7): Murphy blames her journalist's killer instincts when a TV guest drops dead on the air. Legal Eagles (9 p.m., Channel 19): Robert Redford and Debra Winger join forces on a murder case.

Horray for Disney: VCR alert. Orson Welles' Citizen Kane opens the Disney Channel's "Hooray For Hollywood" week at 9 p.m. today. Other Disney cable treats at 9 p.m. this week are Flower Drum Song (Tuesday), Shane (Wednesday), My Fair Lady (Thursday), Fiddler On The Roof (Friday) and Yankee Doodle Dandy (Saturday).

Another film classic James Stewart' Spirit Of St. Louis appears at 7 p.m. today on CBN's Family cable channel. Around the dial: Think Fast, (6 p.m., Nickelodeon cable), another fast-paced beat-the-clock kids game show, debuts today on the channel which created Double Dare HBO premieres Nature narrated by Richard Kiley, at 7 p.m. today.

She loves Lucy: Lucille Ball's death last week prompted a call from one of her biggest fans in the Tristate, Mrs. Jeannette Jacques of Walnut Hills. She has treasured a 'I publicity photo of Ball, Maureen O'Hara and her husband, Stanley, a RKO Theater distributor here, for many years. She says the photo was taken in the late 1 920s when the two unknown actresses came through the Queen City on a publicity tour. Tops in 'toons: William Hanna and Joseph Barbera, father of Fred Flintstone, Yogi Bear and hundreds of animated characters, will be recipients of the second annual Frederic Ziv Award presented by the University of Cincinnati College-Conservatory of Music.

The Great American Broadcasting animators, who are marking their 50th year in show business, will accept the award May 1 8 at the Cincinnati Club. Sports short: Bill Hemmer, former Channel 5 sports reporter, starts today on Channel 9. He replaces Steve Esposito, who was; fired New Year's eve. The "12 on 12" concept, or whatever it eventually will be called, is aimed at catching two kinds of viewers the impatient folks who zap around the dial with the remote control box, or those who don't watch late news. Late news viewing here has dropped 21 from 1960 to 1989, according to February Arbitron ratings.

An estimated 294,000 watched in February of 1980, compared to 231,000 last February. Cable TV's variety also has lured away news viewers. While 90 of all available viewers watched late news in 1980, the share dropped to 78 last February. "We'll go through all of May and be making changes into June," Connelly says. "Then when we're comfortable with the format, and make up new graphics for it, we'll give it a name." space exploration and time trav- el.
