Richard L. (Michelle) Owens, son of Helen L. Boer, (nee Turner), grandfather of Aman Kenwood, Jean Williams and Jack- BY KELLY LEWIS The Cincinnati Enquirer Robert M. Virgil civic leader and entrepreneur, died of cancer Thursday at Jewish Hospital. Mr.

Virgil, 77, lived in Silverton. "He was very active in the trade-union movement and politics," said former Cincinnati Mayor Theodore M. Berry. "He had a high sense of civic responsibility. He never sought publicity.

He was a very productive soldier in the ranks." He was active in the Hamilton County Democratic Party as a precinct and ward leader. He served in 1954 on the auditing committee of the Duckworth Democratic Club. From 1941-1945, Mr. Virgil was a foreman at the Wright Aeronautics plant in Evendale and was a member of Local 676, United Auto Workers. According to his family, Mr.

Virgil believed in hard work, determination and perseverance. His business ventures demonstrated his philosophy. Mr. Virgil opened the Madison-ville Cab Co. in 1946.

Anson, 66, former executive director of the National Interfraternity Conference and Phi Kappa Tau national fraternity, died Saturday at his farm in Bright, of an apparent heart attack. "He influenced the lives of thousands of young men," said John Green, current executive director of Phi Kappa Tau. "He had an amazing capacity to remember names and faces," Green said. "Jack was very congenial, personable, yet still a private person." Mr. Anson, who raised pedigree dogs, was president of the Cincinnati Kennel Club.

After military service during World War II, Mr. Anson, earned a bachelor's degree from Colgate University. He then did graduate work at Miami University, Oxford. While at Miami, Mr. Anson began a 20-year professional association with Phi Kappa Tau, which included the position of national secretary-treasurer.

He had joined the fraternity while at Colgate. Mr. Anson moved to Indianapolis in 1971 and became executive director and chief executive officer of the National Interfraternity Conference. He held the post until he retired in 1982. At the time of his death, Mr.

Anson was director of the National Interfraternity Conference and trustee of the Phi Kappa Tau Foundation Inc. He was awarded the key to the city of Indianapolis and the state of Indiana's Sagamore of the Wabash award, both in 1982. In his honor, the National Interfraternity Council established a Jack Anson graduate-study fellowship and the Phi Kappa Tau Foundation established the Jack L. Anson Scholarship. He is survived by a brother, Robert Tillman of Andrews, and three sisters, Mabel Hemphil of Wolcottville, Nellie Elward of Livermore, and Thelma Thale of Vallejo, Calif.

Brown's campaign moved quickly to capitalize on a report in the Dayton Daily News that Robert A. Taft II dropped out of the governor's race 12 days after being offered $300,000 in campaign support by the state GOP chairman, Robert Bennett, if he would run for secretary of state. "For seven months Bob Taft has denied that he prostituted himself when he got into the secretary of state's race. Now it turns out that he was just haggling about the price," Dale Butland, spokesman for the Brown campaign, said in a news release.

"Bob Taft became a candidate for secretary of state not because he thought the job was right, but because the price was right," Butland said. He said the Daily News story about the Feb. 2 offer of $300,000 to Taft, and subsequent campaign contributions in that amount from the GOP, proved Brown's charges that Taft was pressured out of the governor's race by promises of campaign money. Brian Berry, executive director of the state party, acknowledged that Bennett made the offer. "It's no big surprise to anybody that the state party was ready to commit dollars.

Ohio Two men were wounded Tuesday during a standoff that prompted police to rope off a downtown block and surround an apartment buildyig for more than two hours. Theodore Harvey, 60, was reported in critical condition at Lake Hospital Systems-East in Paines-ville. Oliver P. Weaver, 73, who rented part of Harvey's apartment, was flown to MetroHealth Medical Center in Cleveland.
