One clear winner. After more than a year of sharing the news ratings crown with WCPO-TV, WLWT (Channel 5) emerged as the Tristate's undisputed news leader in February Arbitron ratings delivered to stations during the weekend.

Channel 5, the top-rated 11 p.m. newscast for two years, also had the most popular 5:30 p.m. news. For the past year, Channel 9 had won the 5:30 p.m. ratings.

Channel 9 ranked second for both newscasts. WKRC-TV (Channel 12) was third. The double victory capped off a five-year turn-around at Channel 5. It's hard to believe that when General Manager Tony Kiernan arrived at the station in 1984, the 11 p.m. news was in third place; the 6 p.m.

news was in fourth place (behind sitcom reruns on WXIX-TV); and the 5:30 p.m. news wasn't even on the drawing board. One of Kiernan's first moves was to fire anchorman Richard Hull and promote former politician Jerry Springer, then just a nightly essayist, to co-anchor. Five years later, the former mayor is the city's No. 1 anchorman.

"I thought that I could turn it around in about a year. Little did I know," Kiernan said Sunday. "I'm just real pleased. It's a tribute to everyone who has been been involved." Arbitron ratings showed that Channel 5's audience jumped from 24 at 10:30 p.m. for NBC shows to 33 for late news.

Channel 9's audience increased from 26 at 10:30 to 28 for news, while Channel 12's share dropped from 22 for ABC shows at 10:30 to 17 for news. Hard times on Channel 12 It's been a quick, hard fall for Channel 12. In February of 1987, Nick Clooney's Channel 12 news won both the early and late ratings. Channel 12 fell into second place that May and into third that July where they've been ever since. Channel 12's third-place ratings last month were lower than a year ago, but comparable to January's Arbitrons.

Lacking heart: Someday CBS will make a good ccmedy about a grumpy grandfather.

The Cavanaughs didn't make it last year, and Brian Keith's Heartland (premiering at 8:30 tonight) won't make it either. The comedy about Nebraska farmers has more charm t. than laughs, more chaff than grain. And Heartland has some toilet humor too. When water is shut off because of a plumbing problem, one kid proclaims: "Man, I gotta take a wicked wiz!" That's funny? Channel 1 2 news: Kit Andrews and Terry Jessup will co-anchor Channel 1 2's news this week while Rob Braun and Debra Silverstein are in the Soviet Union following Princeton High School students there.

news for the first time since entering syndication in October (26-25). 'Feud' wins the slot Another big February winner was Ray Combs' Family Feud. Survey says: Combs CBS' daytime Feud won the 10 a.m. time slot over Sally Jessy Raphael, while his syndicated show ran a strong third at 4:30 p.m. (behind Oprah Winfrey and Channel 19).

"Family Feud definitely has a place in our fall schedule. The questions is whether it's at 4:30 or 7:30. If it does gangbusters at 4:30 p.m. in May, it will stay there," Kiernan says. The February ratings also showed the Channel 9's high-priced early evening game programs are losing their appeal.

Wheel of Fortune dropped from a 33 to 27 audience share; Jeopardy! slipped from a 33 to 29 audience share.
