Five of the victims were I trapped in the rubble at the Manor public housing complex and had to be freed by firefighters in an operation that took nearly four hours. Residents had not been told J.to leave the building after the gas-meter accident, and two or "three people had been permitted to return to a community room to pick up equipment from a party, said Steve Gerard, spokesman for Columbia Gas of Ohio. "They were not evacuated, not to our knowledge," Gerard said. He said the first utility I-'crewman on the scene had determined that the area of the building in which the gas pipe entered was safe, and then proceeded to try to stop the flow of gas.

"Some time passed. It would have been appropriate for him at that point to ask fire (department) people, require them to evacuate the remainder of the building. That did not happen," Gerard said. The blast occurred about 3:45 a.m. as firefighters and utility crews were trying to find the proper wrench needed to turn off a high-volume gas line.

Damage from blast About half of the building was destroyed. It contained three apartments, a community room and project offices. The force of the blast showered the area with glass and sent an apartment door flying into the side of a fire pumper that had been parked across the street on standby. Five of the injured, all members of one family, were taken to Grant Medical Center, said Steve Shivinsky, director of public relations. Those admitted and their conditions were Khamsy Mahthiraj, 45, poor; Ne Mahthiraj, 39, fair; and Sou-kanya Mahthiraj, 15, poor.

Two other children, Phonephet, 11, and Pittavong, 16, were treated and released. Four people were taken to St. Anthony Medical Center, where Deborah Connors, 33, was reported in critical but stable condition.
