Iraq, which invaded Kuwait Thursday, denied it had designs on Saudi Arabia, and a report from Baghdad quoted an Iraqi official as saying Iraq would begin withdrawing from Kuwait on Sunday "unless something appears which could threaten the security of Kuwait and Iraq." White House spokesmen said Friday night that they were skeptical of Iraq's pledge to withdraw. To the contrary, they said, Iraqi troops appeared to be digging in.

British Foreign Secretary Douglas Hurd said Iraqi troops were massing along the Saudi border, and State Department spokesman Richard Boucher said 100,000 Iraqi troops were between five and 10 miles from the border. A missile struck Saudi territory early in the day, diplomatic sources in Saudi Arabia said, but no injuries were reported and it was unknown whether the missile was deliberately fired at Saudi Arabia. In Washington, President Bush strongly hinted that the United States would become militarily involved if the Iraqis entered Saudi territory. He ordered a third U.S. aircraft carrier, a battleship and a seaborne force of 2,000 Marines to the region.

Bush said if the Saudis "ask for specific help it depends obviously what it is I would be inclined to help in any way we possibly can." In Moscow, the United States and Soviet Union issued a historic joint statement demanding that Iraq withdraw its troops and (Please see IRAQ, Page A-4) Textbook blitzkrieg, Page A-4. If Iraq captured Saudi Arabia, it would control 40 of the world 's oil reserves. "We have been assured that very soon the Iraqis will pull out their troops," Here's what happened Friday: 100,000 Iraqi troops moved within 10 miles of the Saudi Arabian border. 14 U.S. oil workers were missing. United States, Soviet Union joined to demand Iraq withdraw.

Iraqi leader Saddam Hussein agreed to meet Sunday with other Arab leaders. ernments mentioned East Germany's increasing economic problems as a compelling reason for accelerating the process of unification, but it is also apparent that both perceive holding elections sooner as an advantage for their Christian Democratic Union in the voting. Their action came as a shock to the Bonn and East Berlin opposition parties. Oskar Lafontaine, the Social Democratic candidate for the chancellorship, said his party would attempt to block this "transparent manipulation." Heide Ruhle of the executive board of the Green Party accused the Kohl leadership of becoming "crazed with power." In a poll of 3,012 West Germans last month, 57.4 said they would support Kohl if national elections were held then.

It was a 5 increase over an identical poll taken the week before. But Kohl, who has mastered the intricacies of German domestic politics as few others in his office ever have, knows his popularity could subside rapidly as West German taxpayers tire of hearing that they must pay increasing sums to bail East Germany out of its mounting economic woes. The economic situation in East Germany has been deteriorating in recent weeks, with unemployment shooting up, factories closing down and consumer prices rising.
