"It's a way of asking for help," she said. "We've been working and working and working." A resident of Mogadore on the city's east side said he was angered by the letter and wanted to telephone the Gavins to complain. He found their telephone number is unlisted. "If they can afford a phone, and it's unlisted, why do they need money?" said the man, identified in an Akron Beacon Journal story Saturday as Carl. "Why doesn't everybody just quit working?" GTE North said it costs $2 a month to have an unlisted number, the newspaper said.

Inmates at the Kentucky State Penitentiary have been forbidden to wear Malcolm clothing and insignia as part of a ban that also prohibits swastikas and gang emblems. The prison's new warden, Phil Parker, said he did not find Malcolm clothing objectionable but included it in the ban because some "white-power" prisoners had complained. He said he ordered inmates to get rid of all clothing depicting "a racial statement." "I didn't want the black community to make a statement against whites when I had already banned swastikas," he said. Malcolm was a black nationalist and Muslim whose militancy foreshadowed the black-power movement of the late 1960s. He was killed in New York City in February, 1965.

Clothing with the soared in popularity after last year's movie about his life. The logic in banning Malcolm clothing is lost on William Colfield, the state director of the National Association for the Advancement of Colored People. "I can't see how folks could get offended," he said. "You can't compare the 'X' with a swastika." In his directive, issued April 12, Parker placed a ban on the public display of shirts and caps with racial statements and gave inmates New Richmond, OH. Age 62 charge of arrangements.

Fort Wayne officials hope a new ordinance will make residents and motorists turn down their stereos, but some lawyers question whether the measure will stand up in court. The ordinance, approved by city council and awaiting the mayor's signature, would outlaw noise that is louder than necessary for the listener's "convenient hearing." It also would forbid noise that can be heard 30 feet from a vehicle.

Under the measure, police would have more freedom to issue Jane, beloved mother of Carol citations because they would not be required to measure the decibel level, as the previous ordinance required. It also would raise the fine to $150 from $25. Some lawyers say it might be difficult to prosecute offenders. "If it was challenged, (I don't know) if it would stand up," said Trina Gould, an associate city attorney who handles noise violations. Gould said a decibel meter provides an objective measure of the noise, whereas an officer judging the noise is subjective.

Urban: City seeks direction Council: Incumbents have advantage FBI accuses businessmen of theft ring The Associated Press DAYTON, Ohio A federal agent says two businessmen bought and sold jewelry stolen by burglary rings in six states, a newspaper reported Sunday. The allegations against Milano's Pizzeria owner Ronald L. Woods and Michael J. Ferraro, owner of Allied Termite and Pest Control, were contained in sworn statements made by an FBI agent, the Dayton Daily News reported. The two men denied the allegations and no charges have been filed against either man.

Special Agent Thomas R. My-grants made the statements to U.S. District Judge Walter H. Rice. The court unsealed portions of the testimony, the newspaper said.

Woods and Ferraro are partners in Joey's Saloon, Mygrants said. They used the bar to sell jewelry taken in robberies in Ohio, Michigan, Indiana, Kentucky, Virginia and Florida, he said. Both men denied the allegations to the Dayton Daily News. "I think they're chasing butterflies," the newspaper quoted Ferraro as saying. The manager of the bar, Jack L.

Acting City Manager Frank Dawson, however, insists "anything is open" for Fountain Square West's future until he hears the real estate group's conclusions Friday. "We hope this report gives us the direction of which way to go to bring some consensus on what's going to go on that spot," he said. Mayor Dwight Tillery agrees that the city is not locked into a development strategy yet and, if the present plan is flawed, that he would rather learn about it sooner than later. "This is the last checkoff point to get advice from experts in this nation. We can't tread water anymore," Tillery said.

The panel's timetable is an abbreviated one. Following a two- hour background briefing today, the group will tour downtown and Kenwood Towne Centre, considered by development officials to be the chief competition for downtown retailing. On Tuesday and Wednesday, almost 70 community and business leaders will offer their insights in confidential interviews. On Thursday, the group wraps up interviews and writes its report for a Friday morning presentation to the public. "They will hit the ground running," said Mark McKillip, acting downtown division head for Cincinnati's economic development department.

"They are set up to absorb an enormous amount of information very quickly and evaluate it very quickly. These people are experts in their field." I can't wait until the court case is over and we have a new system. Nobody knows who I am." But even Kruse said he is paying special attention to campaigning in his Mount Adams neighborhood, "in the event we have to run from districts." The one benefit of having the council election system tied up in court, Ruehlmann said, is that it could make for a short campaign. "That's the way they do it in England," Ruehlmann said, "and the people seem to like it." imposed she would definitely not run. Her Roselawn home would probably be in the same district as Democratic Councilwoman Rox-anne Quails' home. "Districts would not be good for me, because I don't want to move to another part of town," Rhodes said.

The uncertainty over how or whether the council election will be held has not slowed some candidates, however. John Kruse, a computer salesman and Mount Adams resident, is already on the airwaves with campaign TV ads and has opened a downtown campaign office. Kruse wants a Republican Party endorsement, but party leaders will not commit to that until they find out what kind of election sys "They have an advantage, in terms of raising money and in getting exposure in news coverage," Ruehlmann said. "The challengers have to work all that much harder." For some potential candidates, their final decision depends primarily on what kind of election system Cincinnati ends up with. Democrat Virginia Rhodes, a Cincinnati School Board member who ran unsuccessfully for city council two years ago, has considered running again but says it is unlikely.

Rhodes supports the idea of electing council from districts but said that if a district system is.
