Restricting Measures Clear State Assembly Frwa le vote would have been "a silly waste of time." "If they didn't have the 1M votes today, they would have had them tomorrow," Maxwell said. Pelrosky, professing complete surprise at Maxwell's action, said it was "some kind of a deal. save the two Republican members from voting on the bill." He was referring to Reps. H. Jack Seltzer and Clarence P.

Manbeck, both of Lebanon County, who wound up voting against the measure. In contrast, the Senate passed House reapportionment 27-16 in a straight pary line vote after a delay of several hours necessitated by the discovery of technical errors which required the juggling of several Allegheny County House districts. After a short debate, the House concurred in Senate amendments 108-84 in a vote which also followed straight party lines. Discovery of the errors forced postponement for several hours of the opening of the special session on $72 million in non- preferred appropriations for colleges, universities and state aided hospitals and homes. The session was due to begin at 5 p.m.

Monday but was set back to 9 p.m. A total of 42 of the special appropriation bills, which demand a two-thirds vote of both for passage, were introduced in the state Senate. However, only 39 of them have administration support. The other three were sponsored independently by Democrats. No Indication There is no outright indication by the Democratic leadership of either the Senate or- the House will have enough Democratic votes for passage, which was withheld twice in- the House during the regular session of the General Assembly last summer.

In a short message read at the opening of the session on non-p referred appropriations, Scranton referred to the refusal of Democratic lawmakers to support the- measures the first two times, then added: "I urge the members of the minority party to Join with the majority and, as speedily as possible, appropriate funds. "During this period of time, the colleges, universities and hospitals which depend upon subsidies from the Commonwealth to help pay for their operation have been denied the funds they so urgently need. Many have had to borrow money to keep going." Because all of the appropriation measures were introduced in the Senate, the House will not return to deliberations on the non-preferred allocations until 4 p.m. Thursday. It fixed Friday at 11 a.m.
