Traffic Point System Changes Are Outlined The new Iowa traffic point system is a potent new law enforce ment weapon by permitting the Iowa Safely Department to sus pcnd a driver's license for any moving traffic violation judged tc be serious, according to Slat Safely Commissioner Russel Brown. At the same time, a driv er can earn one free good poin for every year during which h has no moving violations. The system, which became el feclive July 6, was set up to con •form with the law enacted by the 1959 "Legislature and is called the: three way suspension system since at least three violations will be required, ordinarily, before a license can be suspended. However, any motorist will be potenlially open to suspension for any one violation if the department determines it was a serious one. It provides for mandatory revocation of a license for offenses costing the motorist 10 points — drunk driving, or driving under the influence of drugs; motor vehicle manslaughter; driving in connection with a felony; perjury; leaving the scene of a personal injury or fatal accident; violation of restricted license; second offense reckless driving; or third speeding offense within 12 months. Under the old system a driver earned no bonus for good driving until he had lost some points. Then, if he went 12 months without a violation or accident he could regain up to five of his lost points. The new system provides that any driver who has no violations for a year earns one "good" point. He can accumulate these up to five points.
