The offer was considered less than he could have gotten at the time, but Mr. Nippert accepted the deal in order to keep the team in Cincinnati. Mr.

Nippert, who also was a board member of the Cincinnati Bengals, held a limited ownership share in the Reds at the time of his death. Sheldon "Chief" Bender, director of player development for the Reds, said Mr. Nippert was a gentleman. "I never, never heard him say a harsh word about anyone; he didn't raise his voice," Bender said. Bender said he was a hands-off manager.

"He felt that if the baseball people could do the job, then you let them do the job," Bender said. "He was a man who was just happy to be involved with the ball-club." Since 1929, Mr. Nippert was a member of the Elizabeth Gamble Deaconess Home Association, which operates Christ Hospital, and served for many years as president. He did not serve in name only, a statement from the family said. It said he often spent more hours at the hospital than he did at his law firm.

"More than any other individual, Christ Hospital is a reflection of that man's efforts," said Roger Howe, president of the Elizabeth Gamble Deaconess board. "We all revered him." Mr. Nippert was also a founding board member of the Hospital Care now Blue Cross of Southwestern Ohio. He was a board member and former president of the Cincinnati and Hamilton County YMCA. As a member of the Hamilton County Park District, Mr.

Nippert was credited with directing efforts that led to the purchase of land for Shawnee Lookout Park. He was also on the board when Winton Woods and Miami Whitewater parks were developed. Other states in the compact are Minnesota, Indiana, Iowa, Missouri and Wisconsin. Gregg Larson, executive director of the compact, told commission members they nust find a site that is safe for the environment and for those who live and work in the area, and that will ensure no emission of radioactivity. Radioactive Waste Compact will be buried.

The meeting was the first of at least 12 to be held across the state during the next several months. Federal law requires states to find storage sites for low-level radioactive waste from nuclear plants, laboratories, hospitals and factories because three dumps are closing at the end of the year. One of them is in Barnwell, S.C., where Ohio now sends its waste. Under the Midwest compact, Ohio agreed to build a dump and THE ASSOCIATED PRESS COLUMBUS, Ohio: A panel that Gov.
