Herzog started as studio engineer with WLW radio in 1936 and retired 30 years later after having worked with such local personalities as Peter Grant, Ruth Lyons, the Clooney Sisters, the DeVore Sisters and, in television, with Bob Braun. After his retirement he became president of his own firm, Audiocraft Recording Cincinnati, in 1970. A few years later, he turned the business over to his son, Earl "Bud" Herzog Dillsboro, Ind. The company does recording and duplication, and a lot of video work, Mrs. Herzog said.

Mr. Herzog, a native of Cincinnati, grew up in a poor German family on York Street whose main entertainment was singing around the piano at home amd that's where he developed an ear for music. His first job was with a company that repaired radios. The firm then went into theater projection equipment, so he learned that, too. His experience led to an offer from WLW.

He was a studio engineer who rarely came into the WLW studio except to pick up a pay check, because he was busy with "remote" broadcasts, those done on location. "We'd go first to the Bert Farber ice show playing at the Netherland Plaza (now Omni Netherland), feed it to the networks and locally, then go down the arcade to the Old Vienna for a show, then the old Lookout House, then to Beverly Hills. I guess I worked with every major name band in the nation all live," he told an interviewer in 1976. After he suffered a stroke in 1974, he visited his daughter, Ann Flaherty, in Phoenix, and taught himself how to walk again on the flat terrain there. Mr.

Herzog was a member of the Scottish Rite and High Noon Masonic Lodge. In addition to his wife and children, Mr. Herzog leaves a brother, Rupert, Cincinnati. A memorial service will be 10 a.m. today at St.

Kennedy Elsa S. Kennedy, 99, a former grand opera singer, died Tuesday at Maple Knoll Village, Springdale. She was a contralto who performed with the Cincinnati Zoo Opera and sang with opera companies in other cities such as Chicago and Pittsburgh. On her debut with the Cincinnati Zoo Opera in August, 1926, the Times Star reviewer said she had "a voice firm in texture, opulent in tonal resources, equally interesting in all registers and sings with an artist's intelligence and freedom." Mrs. Kennedy was the widow of Dr.

Clifford Kennedy, a general practitioner, who died in the 1940s. She leaves eight grandnephews. Memorial service will be 3 p.m. Friday at the Maple Knoll Village Chapel. Memorials may be made to one's favorite charity.

Mr. Rowan retired in 1970 as vice president of public relations of Fifth Third Bank. Before joining that institution in 1966, he had been with Provident Bank 41 years, the last 11 as vice president. THE ASSOCIATED PRESS COLUMBUS, Ohio Heavily tinted black windows in cars, vans and trucks that shield occupants from outside view will be banned in Ohio as a result of a bill that Gov. Richard Celeste signed into law Wednesday. Legislators had tacked the prohibition onto a measure sponsored by Rep. Arthur Bowers, D-Steubenville, that will establish a motorcycle safety and education program.

The law, which takes effect March 11, does not ban all tinted glss, but requires the Ohio Department of Highway Safety to adopt rules for the use of heavily tinted materials on windows in motor vehicles. Factory-installed tinting is exempt from the law, as are glazing materials that comply with federal law. Backers of the measure said motorists need to be able to see inside other cars, especially at intersections. They also said the black glass was a safety hazard for law enforcement officers approaching vehicles they had stopped. Also signed into law was a measure establishing minimum qualifications for county sheriffs beginning Jan.

1, 1988. Sponsored by Rep. Ronald Gerberry, D-Austintown, the law requires appointed and newly elected sheriffs to complete a basic-training course. It also requires sheriffs to fulfill annual continuing-education requirements beginning in 1988.
