Ezra G. "Ez" James, 74, former president and business agent of Pipefitters Local Union 392, died Thursday, July 23, at Hospice of Cincinnati. Mr.

James served as an Army veteran of World War II, as well as a trustee and retreat captain for the Men of Milford, a lay organization within the Archdio- cese of Cincinnati. "He had a deep faith in God and (the service to the Men of Milford) was his public affirmation of faith," said his daughter, Patty Broughton. Mr. James was also a member of the Ancient Order of Hibernians, an Irish organization which runs the St. Patrick's Day Parade in Cincinnati.

"He would march in the parade every year. I don't think he ever missed a St. Patrick's Day parade," Broughton said. Mr. James, who worked as a union pipefitter for Dorothy Jacob Burke Dorothy Jacob Burke, of Fort Thomas, died Thursday in Jackson Hole, while vacationing with her daughter and son-in-law and their family.

She was an active member of St. Catherine of Sienaparish in St. Thomas, and was a member of the Siena Seniors and Thomas More Women's Guild. "Jack" Maxwell, 66, former director of ocean transportation for the U.S.

Department of Agriculture, died Friday at his home in Colerain Township. Mr. Maxwell, who attended Elder High School and Xavier University, joined the Navy and served in the North Alantic during World War II, said his wife, Mary Maxwell. In 1954 he began working for the U.S. Department of Agriculture until 1981 when he retired, Mrs.

Maxwell said. He became the director in 1976. His duties were to charter ships to take food to Third World countries. Mr. Maxwell was able to travel, especially to Africa during the sub-Sahara drought which affected several western-African nations, Mrs.

The jailing of a Magoffin County worker who failed to comply with a judge's order to restore power to the county courthouse is the latest chapter in the saga of the county's stalemated government. "It's getting to the point where it's ridiculous now," District Judge C. Graham Martin said. "They won't even obey court orders." In a related matter, an attorney for two county magistrates told a state appeals court panel in Ashland on Thursday that it could help resolve the stalemate by jailing the entire Fiscal Court, including his clients. "If you could put them all in the same cell, I believe you would solve this impasse," said Eldred E.

Adams Jr. of Louisa, attorney for Magoffin magistrates. But Court of Appeals Judge R.W. Dyche III told Adams that the justices were not trying to solve Magoffin County's current problems, just a 1986 court case. As district judge for Magoffin and Knott counties, Martin holds court in each county.

He usually spends about two days a week in the Magoffin County Courthouse. But since July 6, the lights and air conditioning there as well as most other services in the county have been shut off.
