Dr. Sommer began his Xavier career in 1949 as an assistant professor of education. During his early tenure, he earned a doctorate in education from the University of Michigan in 1953. One year later, Xavier University promoted him to associate professor, and in 1959 he was promoted to full professor. A member of Xavier's graduate faculty, Dr.

Sommer taught education and school law to graduate students and was later named director of student teaching. At the time of his 1973 retirement, he was given the title of professor emeritus and continued to teach part time. Xavier University records show Dr. Sommer taught elementary school from 1927 to 1931 in Craw-fordsville, and special education at the Indiana State School for the blind from 1931 to 1934. During his early teaching career, Dr.

Sommer received his bachelor's degree from Butler University in the early 1930s and attended Lincoln Law School in Indianapolis from 1932 to 1934. From 1935 to 1938, Dr. Sommer taught Latin, English and history in St. Henry, Ohio, and from 1938 to ,1943 he taught history at Portland, from 1945 to 1949. During that time, he was also a lecturer at the University of Michigan.

His daughter, Martha Hudson, said that despite her father's many academic titles, "he was not a showy person. He was known professionally as a doctor, but his friends did not know him by titles, only his university friends." Hudson said her father was soft spoken and enjoyed hunting, fishing, reading, theater, woodwork and farming. Survivors include his wife, Grace; daughters, Martha Hudson of Northgate, Catherine Yeager of Stonelick Township, Mary Cook of Oakley, Teresa Knecht of Mount Healthy, and Christina Sommer of Finneytown, sons, John Sommer of Gaithersburg, and Joseph Sommer of Saco, Maine; brothers, Alva of Union City, Ivan of Greenville, and Arlie of St. Marys; and 17 grandchildren. Services are noon Saturday, St.

Robert beloved son of Wiliam W. and the late Emma husband of Ruth Engje Hoste Sylvia E. Sieve Sylvia E. Sieve, 81, a car dealership executive for much of her life, died Tuesday at Western Hills Retirement Village. Miss Sieve was secretary-treasurer of the Henry Sieve Motor which was founded by her father, Henry B.

Sieve in 1926. The firm is the oldest Pontiac dealership in Ohio, the family said. She worked there every day, sometimes during weekends, until recently. Miss Sieve first went to work at age 13 at the now-defunct Shannon Tile Co. She was a graduate of Campbell Business College and took some law courses at the University of Cincinnati.

General Motors listed her on its National Accountants Honor Roll in recognition of error-free financial statements. "Most of her life was devoted to the motor company and her brothers," said a niece, Judge Sylvia Sieve Hendon of Hamilton County Municipal Court. "She was your real basic liberated woman long before it was the thing to be. She was extremely independent. She didn't ask any favors from anybody.

She really was a neat lady." Miss Sieve usually put in from 10 to 14 hours a day at Sieve Pontiac, Hendon said. "She literally ran the company, from the business end of it. Sometimes we'd find out she had worked all day Saturday, Saturday night and Sunday." As a break in the routine, she enjoyed gardening. "She was an avid National Geographic reader," Hendon said, "but the joke about it was she just read about all those places. I can't remember when she last took a vacation." In addition to her niece, survivors include a nephew, Jon H.

Tues 11.83. "These numbers are very disturbing, and they illustrate the degree, the very serious social problem of economic disadvantage and poverty we have in the United States, and particularly in the state of Ohio," said George C. Zeller, who supervised the study. Zeller said the state poverty level of 14.2 is slightly ahead of the nationwide poverty rate of 14. "The greatest increases that we've seen (in Ohio) since 1980 occurred during the recession period between 1983 and 1984 in the United States as a whole," said Zeller.

"These very significant increases have, in fact, been counterbalanced in the last two years by a very slight decline in the poverty level population. However, these declines are much lower than the very rapid increases we saw during the recession." Zeller blamed the poverty increases on plant closings, the shift Age 72 years. Residence Mt. THE ASSOCIATED PRESS CLEVELAND One of seven Ohioans lives below the poverty level, and poverty in the state has increased 34 since 1980, a study released Wednesday indicates. About 14.2, or 1.5 million Ohioans, lived in poverty last year, the report said, up from 10.6, or 1.1 million, in 1980.

The state's poorest areas continue to be the Appalachian region, primarily along the Ohio River, according to the report compiled by the Council for Economic Opportunities in Greater Cleveland. However, the report said most of Ohio's poor live in urban areas, with 60 living in the state's 10 largest urban counties. One-third of the poor in the state live in Cuyahoga (Cleveland), Hamilton (Cincinnati) and Franklin (Columbus) counties. Poverty levels reported for area counties are: Brown, 22.8; Highland, 22.23; Hamilton 16.4; Clermont, 12.93 and Butler, from industrial jobs to lower-paying service jobs and the lack of an increase in the federal minimum wage of $3.35 since 1981. The state poverty report is an extension of previous poverty reports done for Cuyahoga County by the Council.

Executive Director Lem Roberson said the group planned to continue the state reports. "We believe that it's very important that the public, business community and government is fully aware of the extent that poverty exists in the state of Ohio," said Roberson. Roberson said publicizing the poverty levels might help attract business to Ohio and its ample work force. Adams County on the Ohio River had a poverty level of 37.6 in 1986, the highest in the state, according to the report. Lake County in northeastern Ohio had the lowest poverty rate, 4.99.

Ohio's woman in Nigeria seeks markets Prosecutor raises challenge in faith-healing trial BY JACKIE JADRNAK Gannett News Service COLUMBUS, Ohio Almost two months ago, Helen Berhe made the move from one Broad Street office to another with an ocean and about 6,000 miles in between. The first state to set up a permanent trade office in Africa, Ohio sent Berhe from her Broad Street office in Columbus to an office on a street of the same name General Assembly in 1983 as a $1 million amendment to the two-year budget inserted by Sen.

William F. Bowen, D-Cincinnati. In 1980, Bowen had been instrumental in setting up a sister-state relationship between Ohio and Anambra state in Nigeria. Seeing markets glutted with this country's traditional trading partners, Ohio's development department has started to focus more on the Third World countries as having the most opportunity for growth. Reflecting that, Gov.

Other states, especially Florida and Michigan, are keeping a close eye on what she is doing because they have pondered opening African trade offices themselves, Berhe said. Most states have been reluctant to set up shop in Nigeria because government instability and high prices have made it difficult to do business there.

Ohio's own plans for the trade office were delayed in 1984 after a military coup made conditions unpredictable there. The office was approved by the Faith Assembly, are charged in connection with the April 3 death of their 23-month-old daughter, Kimberly. She died of bronchial pneumonia and bronchitis that probably could have been treated, said Dr. Donald Fox, Mercer County coroner. Prosecutor Daniel Myers said the law's exemption for those practicing their religion is unconstitutionally vague and fails to protect children.

"How many more child martyrs does Ohio have to have because of this unconstitutional prayer exemption?" he said in closing But defense attorney Garrett Gall said the exemption is proper and that Myers waited too long to raise the challenge. James told lawyers to submit briefs and indicated it could be a month before he decides the procedural issue and is ready to tackle the law's constitutionality and the Millers' fate. The trial ended after less than a day of testimony. Miller and his wife clutched a Bible and often quoted it in their defense. The Millers refused to comment after the THE ASSOCIATED PRESS CELINA, Ohio A prosecutor said a religious exemption in Ohio's child-endangering law creates "child martyrs," and his challenge to it touched off a legal skirmish Wednesday in the case of a Mercer County couple charged in the faith-healing death of their daughter.

Judge Dean James of Mercer County Common Pleas Court, who is hearing the case without a jury, said a decision on Steven and Diane Miller's fate could be delayed for several weeks. "I'm excited because of the response I'm getting," said Berhe on a visit back to her old haunts at the Department of Development here ard F.
