Sfata Resort Parks WASHINGTON (AP)-A day after his White House outburst prompted President Reagan to tell him to shut up, a Republican congressional candidate accused the Chief Executive and the GOP of "criminal fraud'' on Thursday. 1 Gary Richard Arnold, the Republican nominee for the House from California's 16th District, said he was "having an attorney draw up papers" for a suit against Mr. Reagan and the Republican National Committee, on ground they had misused contributions to push- for a tax Increase, rather than to elect conservatives. Asked for details, Arnold told a well-attended news conference at the National Press Club, "I'm not exactly sure how the man is assembling the information" for the lawsuit. ARNOLD, WHO became an instant media celebrity Wednesday after his White House confrontation with the President, said it was "criminal fraud" for the President and the Republican Party to have used campaign contributions to boost Mr.

Reagan's "taxploita-tion" program. "Nobody in their right mind going Into an off election year would propose a $100 billion increase (in taxes) and then threaten to withhold funds from those various candidates that did not go along with it," Arnold said. He also repeated charges he made Wednesday that Reagan has abandoned conservative positions he took during his presidential campaign. During his rambling news conference, punctuated by a clanging fire alarm and the noise of construction workers renovating portions of the building, Arnold attacked the Trilateral Commission and the Council on Foreign Relations. THE COMMISSION, a group of politicians and businessmen headed by banker David Rockefeller, promotes international relations among the United States, Europe and Japan.

The council is a group of influential foreign policy experts. The bearded Arnold, whose campaign slogan is "Looks like Lenin, talks like Lincoln," also decried the "Politburo pressure politics" that had denied him any campaign money from the Republican National Committee. Nancy Slnnott, executive director of the National Republican Congressional Committee, acknowledged that Arnold was not receiving money from the GOP campaign group. But she added that decision was made before the White House incident and based on an analysis showing Arnold probably wiU not be able to unseat three-term Democratic Rep. Leon E.

In the 1978 campaign, the most recently comparable non-presidential election year, the Republicans had raised $49.6 million in the first 18 months and spent $42.4 million, while Democrats had raised $14.4 million and spent $13.6 million.
