Sunday, August 24, 1986 THE CINCINNATI ENQUIRER Metro B-7 Pilot, family uninjured in airplane wreck THE ASSOCIATED PRESS BEDFORD, Mass. An Ohio pilot and his wife and daughter were spared injury Saturday when their small airplane bounced out of control while landing and skidded into a runway intersection on a collapsed front wheel, airport officials said. The pilot, Ed Koskie of Pepper Pike, Ohio, had flown the single-engine Piper Arrow from Cleveland to Hanscom Field in Bedford and may have had his landing thrown off by wind shear, Federal Aviation Administration spokeswoman Mary Jo Byberg said. The 1:15 p.m. incident caused the airport, which is used by civil ian and Air Force Reverve aircraft, to be closed for an hour, Philip Orlandella, a spokesman for the Massachusetts Port Authority, said.

An ambulance was driven to the crash site, but Koskie and his wife and daughter refused treatment, Orlandella said. It is said to be one of four 18th-century frame structures remaining in Ohio. Bob Evans, who is developing the project, said he ordered work at the site stopped after he heard about the court order. "The rest of the demolition will proceed," Evans said. Evans said workers had begun to separate the front portion of the building from the rear portion. Burke said workers cut a three-foot-wide swath through the building that damaged walls and the roof.

He said the damage was significant but could be repaired. Chillicothe's Design Review Board voted in June to allow removal of the St. Clair headquarters Jerome J. Arthur St.

Clair's headquarters when he governed a vast chunk of wilderness that became six midwestern states. Judge Earl Stephenson signed the stay order, which prohibits for 14 days the demolition or removal of any portion of the building from its present location. Timothy Burke, a lawyer for preservationists who oppose destruction or removal of the headquarters, filed for the stay. Columbus Southern Electric Co. plans to build a divisional headquarters on the site, where St.

Clair established the Northwest Territory's first capital in 1798. and demolition of three other buildings on the site. Preservationists then appealed the decision, but Ross County Common Pleas Judge Nicholas Holmes dismissed the appeal July 22. The same day, the Board of Zoning Appeals voted not to hear the case. Judge Stephenson said in his written order that the 14-day stay allows time for the court of appeals to consider whether the stay should continue while preservationists appeal Holmes' decision.

The Design Review Board has seven days to answer the stay order. Burke said Friday that efforts are under way to try to convince American Electric Power, Columbus Southern's parent company, to redesign the new offices so it could accommodate the St. Clair building.
