Sunday, February 23, 1986, THE Win- CINCINNATI ENQUIRER to Indiana Legislature goes to war over King holiday THE ASSOCIATED PRESS INDIANAPOLIS- What started as a simple proposal to declare a state holiday for Martin Luther King Jr. has turned into a complicated battle in the Indiana Legislature. Some lawmakers call it a conflict between Democrats and Republicans. Some see it as a squabble between the House and Senate. Others think it is a racial issue.

No matter who's right or wrong, the conflict threatens to slow--or even stop the legislative process this week. The trouble began Wednesday when Rep. Charlie Brown, D-Gary, revived his proposal to make the third Monday in January a legal state holiday honoring the slain civil rights leader. Brown worked it out in the House by having a "redundant" bill on fire truck provisions stripped and inserting the King language instead. "As far as we know on the House side, we did everything above board," Brown said, explaining that House rules allow such a move if all authors and sponsors of the original bill and two-thirds of the 100 representatives agree.

But in the Senate, where the bill consistently has died for lack of a hearing in the Public Policy Committee, some legislators cried foul. They contended that a problem developed with how Sen. Roger L. Jessup, R-Summitville, was approached about giving his consent and that Democrats had broken an unwritten agreement about stripping a bill without getting approval State news Rep. Senate Caucus Chairman V. Richard Miller, R-Plymouth, called the King maneuver "an abuse of the system by the minority." To call the measure for consent in the Senate "would be a breach of integrity" of the informal agreement, said Miller, who has threatened to halt Senate activity next week by caucusing until enough senators agree to defeat the bill. Sen. Allie V. Craycraft, D-Selma, the author of the Senate bill, said he has not decided yet whether to ask the Senate to consider the measure.

While party leaders are struggling with a decision, some legislators continue to ask why there is opposition to the King proposal. One answer has been fiscal impact. "I'm not in favor of a holiday for anyone, period," said Sen. Richard E. Shank, R-Elkhart, who chairs the Public Policy Committee.

"I'm here to get more government for the money, not less. I don't think we need another paid state holiday," Shank said. "If there is another way to properly honor Dr. King, fine." However, Brown contends he addressed the money issue by proposing the holiday only be effective while Gov. Robert D.

Rembold worked for the American Laundry Machine Co. from 1927 until he joined the National Machine Tool Co. in 1940. He retired as chairman of the board in 1980. He was a member of the Westwood United Methodist Church, Cheviot Lodge No.

140, Scottish Rite, and the Syrian Temple Shrine. Survivors include his wife, Alice; two sons, Harold J. and Chris both of Cincinnati, and a daughter, Ellen Geohegan, of Cincinnati; six grandchildren and two greatgrandsons.
