COMBINED NOTICE NOTICE TO PUBLIC OF NO SIG NIFICANT IMPACT ON THE ENVIRONMENT AND NOTICE TO PUB LIC OF REQUEST FOR RELEASE OF FUNDS Date December 13, 1984 TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: On or about January 2, 1985, the above named County wil request the Department ot Housing ano urDan ueveiopmem to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383 for the lotowing protects: 1. Senior Citizen Center, Anderson Township Tins protect wil entail the rehabitttetion and construction of an addition to the American Legion Post building located at 7551 Forest Road. 2. Mapieknol Senior Center, Oty of Springdale This proiect involves the construction of a new 14,550 sq. ft.

multi-use building at 11245 Springdale Pike. Approximately half ot the building will be used for a senior center, the other halt for related educational and research purposes. 3. Senior Center Rehabilitation, Springfield Township This proiect involves the rehabilitation and con version of the closed Brent Elementary School on Winton Road tor use as senior citizens center. Montaomerv Road Urban Renewal, City of Norwood This protect involves the acouisitlon of six parcels of property fronting on Bennett Avenue east of Montgomery Road (nos.

14, 40, 41, 42, 43, and 44). These parcels are the residual private holdings in the Phase III uroan renewal area After acquisi tion, current occupants wil be relocated, and the site cleared for redevelopment. 5. Revolving Loan Fund for Business, Counfy-wide administered by the Hamilton County Development Company This project wil provide direct loans to small, business in need of additional fixed asset financing. These loans wil be made in contunctton with conventional, government guaranteed, or as stand alone financing dependent upon the needs of the borrower.

Finding of No Significant Impact It has been determined that such request for release of funds wil not constitute an action significantly af fecting tne quality ot the human environment and accordingly the above-named County has decided not to prepare an Environmental Impact statement under the National Environmental Polcy Act of 1969 (PL 91-190). The reasons for such decision not to prepare such Statement are as follows: 1. The protect involves the conver sion of an existtno building current ly used for assembly purposes. The proposed reuse is both consistent with surrounding uses and it does not involve a use significantly different from the current use. The site is more -than adequate to accommodate the proposed use as well as required parking.

2. The proiect involves the construction of a senior center on a va cant parcel ot ground across from Maple knoll Retirement Center. The senior buikjino is one compo nent of an overal development plan for the site. That plan has be reviewed and approved by the city of Springdate The plan review and approval process assured that there would be no significant impact on tne numan or pnysicai environ ment. The proiect involves the conver sion of a vacant school to senior citizen use.

The proposed reuse is compatible with surrounding uses and the conversion plan assures minimal impact on the area. The site contains adequate parking and access and wil be a less intensive use ot the site than the previous use. 4. The proiect involves the acquisition of six residual parcels of land in an urban renewal area. The businesses that these parcels related to on Montgomery Road have been acquired and demolished as part of a road widening proiect.

The City ot Norwood currently owns the cleared land that surround the parcels on three sides. By acquiring these parcels, the City will be able to provide for a unified redevelopment of the area. There Is sufficient vacant space in the City to provde for relocation of displaced businesses. 5. The project wW provide monies to be loaned out by the Hamilton County Development Company to small businesses in need of fixed asset financing.

In that the loans wil be relatively small, less than 115,000, and limited to real estate or equipment of existing Hamilton County firms, the impact of the loans wil be negligible. Businesses assisted under tms program, will need to conform to local zoning, building and environmental law winch are designed to prevent significant adverse impact. An Environmental Review Record respecting the within proiect has been made by the above-named County which documents the envi-rmmental review of the project and more fully sets forth the reasons why such Statement is not required, this environmental Review Record Is on file at the above address and is available for pubic examination and copying upon request at the Hamilton County De partment of Community Devlop-ment, 1000 Court House Annex, 138 E. Court Street, Cincinnati, Ohio between the hours of 8 00 and 4 00. No further environmental review of such project is proposed to be conducted prior to the request for release of Federal funds.

Public Comments on Finding Al interested agencies, groups and persons disagreeing with this decision are invited to submit written comments lor consideration by the County of the Community Development Office Such written comments should be received at the address specified above, on or before January 1, 1985. AH such comments so received will be considered and the County wil not request the release of Federal funds or take any administrative action on the within project prior to the date specified in the preceding sentence. Release of Funds Hamilton County wil undertake the protect described above with Block Grant funds from the US Department of Housing and Urban Development (HUD) under Title 1 of the Housing and Community Development Act of 1974. Hamilton County Is certifying to HUD that Hamilton Countyand the County Adminis trator, his official capacity as Administrator, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibtities in relation to environmental reviews, decisionmaking and action; and that these responsibilities have been satislied. The legal effect of the certification is that upon Its approval.

Hamilton County may use the Block Grant runos ano i-iuu win nave satisitied its responsibilities under the National Environmental Policy Act of 1969. OBJECTIONS TO STATE RELEASE OF FUNDS HUD wil accept an obligation to Its approval only if it Is on one of the following basis: (a) that the certification was not in fad executed by the certifying officer or other officer ot applicant approved by HUD; or (b) that applicant's environmental review record for the proiect indicates omission ol a required decision finding or step applicable io tne proiect in tne environmental review process. Objections must be prepared and submitted In accordance with the required proce dure 124 CFT Part 581 and may be addressed to hud at 200 North High Street, Columbus, Ohio 432 1 5 Obiectlons to the release of funds on basis other than those stated above will not be considered by HUD. No objection received alter January 19. 1985 wil be considered by HUD Michael J.
