"I'm sick of looking at myself," she says but smiles prettily anyway. From the corner of her eye, she spies something amiss in her showcase salon in Bal Harbour, Fla. a male employee a bit too familiar with a customer.

He touches the woman's arm when he speaks to her; he holds her back as he walks her out minor indiscretions to most but an outrageous offense to the founder of the six skin-care salons considered tops by many dermatologists and fashion experts. "Look at that. Terrible. Terrible. This will never do," Klinger all but hisses.

She is suddenly Madame, very much in charge. Make no mistake about it. This woman owns the salon and everything and everyone in it. She may be just visiting, but her word is the unarguable law. Irritably, she calls in an angry, sotto voice to another employee: "Tell him not to do that.

A gentleman does not do that." In the bat of an eyelash, she reverts back to picture-pretty, posing for the camera, the ruffled feathers neatly tucked in place and smoothed over as if they had never been disturbed. Miss Klinger (and it's always Miss) doesn't miss a trick. FOR 46 years, since opening her first salon in 1938 in Brno, Czechoslovakia (her second was opened two years later at 501 Madison Ave. in New York), she has demanded perfection on all fronts, even from her customers. She says she was the first skin-care expert to introduce the use of elasticity-saving collagen protein in the United States and the first to manufacture skin care products without perfume.

She also credits herself with being among the first to preach against the aging effects of the sun. She is 69 years old. And her skin as if it could be otherwise is soft as a baby's. "If you think old, you are old," she announces. "I never think of myself as 69.

Maybe I will be shocked next year." She smiles. She laughs. She wears charm as smoothly as her customers wear her nine different liquid foundations. "I really feel age is an attitude toward life. It's a reflection of your activity.

You stay young if you do things for others. If you lead a selfish existence, life becomes very boring, and I've seen this happen many times." HOWEVER, A certain sort of selfishness is a must for any well-groomed woman. "A woman should look as good as she possibly can," Klinger says. "She should protect herself and treat her skin properly." Klinger has no patience with women who complain about having no time to keep up twice-daily cleansing regimens tailor-made for their skin types. "They have a million excuses," she says.

"The truth is, they are lazy." Energetic women, dedicated to their own beauty, should adhere to the following basics: Clean skin. "Skin is like laundry. If you wash it well, it will be clean and beautiful. If you don't, it will have a gray tint to it." Klinger recommends women first find out from a bona fide expert the true condition of their skin. "Don't go to a department store sales clerk who's taken maybe a 20-minute course on how to sell a certain cosmetic line," she warns.

(You needn't follow the expert's sales pitch, though, if that expert, like Klinger, happens to sell her own line of cosmetics.) A smart woman not only knows how to use cleansing products, she also understands why she is using them. She knows, for instance, that a cleansing cream removes only makeup. It must be followed by a soap and rinse.

Moisturize. "You must keep the skin lubricated at all times, but it is important to keep the moisture where it is needed. Many times women moisturize where they don't need it and ignore places where they do, because they are not aware of their skin type." Klinger is adamant about this. She even lubricates her body when showering and shies away from skin-drying baths. A "lubricant," she says, is "creamier" than a normal moisturizer and is usually worn over it, only in dry zones.

Eye cream. "The skin under the eyes is the first to go. A woman in her 20s should begin using eye cream," says Klinger. "The sticky kind is best; it adheres to the skin." Put it on, and pat excess off with a tissue. Circulation.

A beauty secret Klinger indulges in herself-along with Paul Newman, Helen Gurley Brown and other celebrities is to splash her face with ice water. She fills the sink with ice cubes and water. The shock of the cold water improves blood circulation, she says, and good circulation helps the skin stay young. (Klinger wears a lubricant on her face when she does this.) Fanatics freeze their faces each morning; Klinger recommends doing it "at least" once a week. D.
