HOBBY Jr. The Judiciary Article, as tentatively approved by the Constitutional Convention, contains some of the most far- reaching changes adopted by the delegates. This article was the center of much controversy and contains some hard-won compromises.

The three provisions that caused the most- controversy were those relating to the merging of the Supreme Court and the Court of Criminal Appeals into a single court of last resort, to the establishment of circuit courts and to placing a ban on the right of the state as prosecutor to appeal decisions in criminal cases. The article, as approved, merges the state's two highest appellate courts into a single Supreme Court. This proposed nine-member court may sit in sections of not less than five jurists. This provision may allow the court to divide itself up into criminal and civil groups. Texas Legislature is author- to provide for a circuit court system and may abolish the present county court system.

Some delegates had favored a constitutional circuit system without necessary Legislative action. The state may appeal a trial court ruling in a criminal case if the trial court ruled a law unconstitutional. The state has no right to appeal in criminal cases. The Judiciary Article is designed to end specialization of the court system and to facilitate a unified flow in the presently over-burdened system. In addition to merging the Supreme Court and the Court of Criminal Appeals, the new article provides a new intermediary level of appeals courts with general jurisdiction. Existing courts of civil appeals will become courts of appeals with authority to hear both criminal and civil matters. Present restrictions on district courts are eliminated.

District courts and circuit courts, as they are established, will comprise the trial level of the new system. Each district and each circuit court could have as many judges as necessitated by their case load. This three-tier court system will be aided by a new statewide administrative operation supervised by the Supreme Court. The court administration mechanism will allow the transfer of cases and other action that will equalize the case loads of different courts and facilitate judicial process. Justice of the peace courts and municipal courts will remain as local entities outside the unified judicial system.

Proposals to provide for the appointment rather than election of judges were not adopted. Goidtke Sam Corpora 279 5722 279-5294 PUlMoyher Waggon Wheel Lodge Dear editar: Because economists are too busy trying to decide whether or not we're in a I figure it, ecomomists are two lengths behind doctors; doctors can recognize when a man has a bad cold, they just can't cure it, whereas economists not only can't cure a recession, they can't even agree on whether we've got any rate because they're so busy they've overlooked a couple of vital things about the economy. I noticed them just yesterday. They are: interest rates are now equal to the inflation rate. That's right. Inflation is now pegged at 12 percent a year and big city bank interest rates are now at 12 percent.

I don't know how the economists missed this, but I have been figuring, if the two keep abreast of each other for a few more years, they will of course reach 100 percent. All right, say you need to borrow $1,000. You borrow it at one window and then if you're smart you'll race to another window and pay it back before the interest eats you up. That takes care of 100 percent interest rates, but about how to handle inflation, I'm not very clear. The trouble is, not everybody believes in inflation.

You take a rancher. He goes into a cafe and the waitress tells him coffee has gone up to 20 cents a cup on account of inflation and he believes her. He hands over 20 cents. But when he takes some steers to market and says they're worth 40 cents a pound, nobody believes him. When one part of the population believes in inflation and another part doesn't, you've got a complex situation on your hands.

It seems to me the rate of inflation ought to be set by Congress and it ought to be made to apply to everybody. How long could the game of football last with one end of the ball inflated and the other end flat? Yours faithfully, J. A. By the Residents Mr. and Mrs.

Mamie Owens of Franklin, Mrs. Lola Heckler of Johnson City and Mrs. Winnie Mae Thomas of Buffalo were all visitors of Mr. and Mrs. Tom Williams recently.

Gladys Merchant is a regular visitor of Mrs. Conn's. Visiting with W. L. Hairston recently were Belinda Hairston of Dallas, Charley, Betty, Bev, and Chuch Hairston of Franklin.

Mrs. Gallic Richard of Corpus Chirsti visited with her father, Tommy Cross. Other members of Mr. Cross' family, Robert W. (Bobby) Batson has returned to his summer duties on the staff of The Democrat after spending two weeks vacationing along the Eastern Atlantic coastline.

Points of interest included visits to Washington, D. and the Civil War battlegrounds of Gettysburg, Pennsylvania; Antietam, Maryland; Harpers Ferry and Bull Run, Virginia; Chattanooga, Tennessee Vicksburg, Mississippi; and the Shenandoah Valley of West Virginia. Purpose of the trip was to drive his uncle, aunt and cousins, Mr. and Mrs. Wayne Trimble and their children, Calvin and Jenny, recently of Vienna, Virginia, to Texas where the family is planning to make their home.

The recreation room was brightly decorated in red, white and blue streamers, a huge white eagle hung over the mantle with small flags on each side of him. The program began with fellow residents, employees and volunteers singing "Happy Birthday" to all of the residents that have birthdays in the month of July.

Further entertainment was presented by the Gentry Singers. These young people are greatly blessed with beautiful voices and brought many spiritual songs to our midst. Cakes, cookies, candy and punch were served by the volunteers. Miss Rita Williams, daughter of the administrator, came from Houston visited with the residents and employees of the lodge and attended the birthday party. She took some pictures for Mrs.

Williams, that will go into our photograph album that is in the office for inspection at all times. Mrs. Harry Gray enjoyed a recent visit in the home of her daughter and family, Mr. and Mrs. Peck Westmoreland and Brad of Lockhart.
