Mrs. Hatton, 75, died Tuesday at Deaconess Hospital after a long illness. She was a lifelong Cincinnati resident. After graduating from Deaconess Hospital School of Nursing in 1937, Mrs.

Hatton worked at Deaconess and Bethesda hospitals as a nurse and supervisor, her husband said. Hospital personnel at Deaconess prodded her to go into teaching, so she went back to school, graduating at the top of her class at the Chicago Lying-in Hospital in Chicago, said her husband, Dr. E. Kenneth Hatton of Hyde Park. After returning to Deaconess in the late 1940s, Mrs.

Hatton taught obstetrics in the School of Nursing until the department closed in about 1960. Jeanette Giffin of Clifton was one of her students in 1957. "She was a fantastic teacher. She cared about her Mrs. Hatton ers at College Hill Elementary School, retiring in 1979.

Besides her husband, Mrs. Hatton is survived by three brothers, the Rev. Urban F. Johansmann of Summerside, Dr. Ralph Johansmann of Columbus and Dr.

Walter Johansmann of Terrace Park. Visitation will be from 6 to 8 p.m. today at the Thomas Memorial Funeral Home, 7500 Montgomery Road, Kenwood. Burial will be in Spring Grove Cemetery, 4521 Spring Grove Winton Place, after a private service at the Hatton home. Memorials can be made to the charity of the donor's choice.

Dori White Seiter BY SMITA MAD AN PAUL The Cincinnati Enquirer Dori White Seiter loved city politics and was sure to keep up with all the important issues through her jobs at Cincinnati City Hall and with political organizations. As administrative assistant to former Councilman and Mayor Tom Brush and as editor of a League of Women Voters of Cincinnati area newsletter, her work was behind the scenes, a daughter, Felicity White of Covington, said Thursday. Mrs. Seiter died Wednesday in her Mount Adams home after a long struggle with Lou Gehrig's disease (amyotrophic lateral sclerosis), White said. She was 60.

Mrs. Seiter, originally from Monroeville, graduated at the top of her high school class and attended Indiana University. After graduation, she worked for several years as a journalist for a Fort Wayne, newspaper where she met her first husband, former Enquirer reporter Gerald White. He died in 1978. "She was concerned about the issues at the time and enjoyed the people that she met and the issues she was involved with," her daughter said.

Mrs. Seiter also was involved with the Christ Church in downtown Cincinnati, serving as editor of the church newsletter and on several committees. She also worked in public relations for the Contemporary Arts Center. In the last four years, she worked in the Public Library of Cincinnati and Hamilton County. Her daughter said this was a job that catered to another of her loves: reading.

Also surviving are her husband, Raymond J. Seiter Jr. of Mount Adams; another daughter, Elizabeth White of Covington; and a sister, Joyce Kneisley of Indianapolis. Memorial services will be at 10 a.m. Saturday at Christ Church, 318 E.

Quails told officials from the Mill Creek Valley Conservancy District.

"There's been nothing that to the average citizen demonstrates benefit." The conservancy district is an umbrella agency created by local governments 20 years ago to plan and manage flood protection in the 17.4-mile Mill Creek Valley. The construction is being carried out by the corps. Cincinnati was not alone in creating the conservancy district in 1962, and Cincinnati alone should not control its actions, said Michelle Palmer, assistant to the mayor of Evendale. Evendale needs the flood-control work planned there to attract business owners who hesitate to buy vacant buildings in the flood plain, she said. If the project is stopped, the village of Elmwood Place will be more susceptible to flooding than before work began, said Bud Shar- BY NANCY FIROR The Cincinnati Enquirer The fate of a $313 million flood-control project along Mill Creek should not rest in the hands of Cincinnati officials, representatives from other communities in the Mill Creek Valley said Thursday.

The Army Corps of Engineers should assess the effects that halting the project would have on all communities along the creek, not just Cincinnati, said representatives of the suburbs during a meeting at the Hamilton County Administration Building. The meeting was in response to a Cincinnati councilwoman's call for the" suspension of flood-control work along the creek. Roxanne Quails has proposed a resolution in which city council would take a stand against the project and urge Congress not to approve federal funds needed for it to continue. "The issue is: What are the benefits to justify another $200 rock, former Elmwood Place councilman. Work thus far has widened and paved parts of the creek north of Elmwood Place.

In some instances, that would increase flooding in Elmwood Place because the narrow, unpaved section there could not handle water flowing full force from the north, Sharrock said. Flood-control work in Sharon-ville, the first section that was completed after work began in 1981, is evidence that the project should go forward, said Rex Bay-sore, that city's safety-service director. Resulting business growth in Sharonville has included a $200 million Ford Motor Co. expansion, which preserved about 3,000 jobs, Baysore said. Quails also has faulted the conservancy district for proposing a $10 million to $15 million assessment program for the project without first determining what each property owner would pay.
