"If there's one criticism you hear about Glenn," Betts said, "It's that he doesn't comeback." With all recent polls showing Glenn beating Betts In a victory of landslide proportions, Betts added that another important Ingredient for an upset Is, "People have to believe you can win." Critical of Glenn's reluctance to participate In a series of debates with him, Betts said the senator hasn't given voters an adequate chance to compare the two candidates. But Betts wouldn't say whether he felt Glenn was campaigning adequately. "I'm not following Mr. Glenn's campaign," he told reporters. "I'm very busy conducting my own." HERE ON OSU's campus, Betts appeared to be warmly received by students news conference which he said show that Glenn supported President Carter on 328 of 400 issues on which the President took a stand.

"HE HAS supported an administration that has presided over record peacetime double-digit inflation, record high double-digit interest rates, the highest level of taxation in the history of the U.S., and here in Ohio, the third-highest unemployment rate In the nation," Betts said. I love flying. It's something I do well, and I enjoy It." THE 59-YEAR-OLD Ohio Democrat, a former Marine fighter pilot, also loves to drive, frequently pre-empting his driver's duties while out on the campaign trail. The automobile, he has said, Is the average person's Walden Pond, providing rare opportunities to be alone with one's thoughts.

i Glenn Is likely to get ample opportunity to do both, albeit not alone, In the days ahead. Standing between him and a second six-year term In' the Senate is an obscure legislator gamely trying to parlay five and a half years In the Ohio House of Representatives Into a Senate seat Glenn's opponent, regarded by serious observers as little threat to his re-election, is Jim Betts, 47, of Rocky River, a Cleveland suburb. Betts Is becoming something of an accidental celebrity himself. Someone In nearly every group comments on how much he looks like Pittsburgh Steelers quarterback Terry Bradshaw, or former President Gerald Ford, or Dallas Cowboys football coach Tom Landry or even John Glenn. Although polls show Glenn winning by as much as 3 to 1, rivaling even his 1974 million-vote victory, the senator is taking nothing for granted.

HE HASN'T forgotten the 1970 primary, when another unknown state lawmaker raced out of Cleveland to shatter his dreams with a last-minute television advertising blitz. That was Howard Metzenbaum, who lost the general election to Republican Robert Taft Jr. but finally won a Senate seat In 1976. "I was supposed to be ahead, and people told me to go home and sit on the front porch," Glenn says. "But big, big hero John Glenn went home beaten, whipped John Glenn." Betts, athletic and 6 feet 4 inches tall, is conscious nf t.he minefield he has to tread to take on m.

"As far as I'm concerned, he's a failed hero," Betts says. "He hasn't done the Job." Ironically, both candidates complain that the impression their race is not close is making It difficult to raise campaign funds. APPEALING FOR money is distasteful to Glenn.

"That's the most onerous aspect of politics," he says. He also dislikes the nitty-gritty of campaigning, hopping from one appearance to another, pressing flesh. What he likes, he says, is "being with people, sharing Ideas. Now that's exhilarating; that's the name of the game." Although the conventional political wisdom in Ohio, backed up by some polling, is that the public still perceives him as the blue-eyed, freckle-faced astronaut with the cosmic smile, Glenn says he thinks "I'm accepted as a person in politics now." Everywhere he goes, however, Glenn Is surrounded by autograph seekers. A woman in Ravenna gave him a yellowed newspaper clipping to autograph: 'I Feel Fine' Orbiting Glenn Says," was the headline.

One measure of Glenn's popularity may be the pressure the White House is putting on him to stump for Jimmy Carter's re-election. So far Glenn has kept the President at arm's length, but the administration is clearly trying to hitch a ride on his coattalls In the battleground state of Ohio. Asked if he harbors any ambitions for either the presidency or vice presidency, Glenn declines to comment for the record. In political circles, that usually means "yes." Can't come in?
