Dec, 4 The Imwaiie Memorial grandchildren, dear sister of Rev. O'Neal graduated from Illinois Wesleyan University and the Evangelical United Brethren Seminary in Naperville, 111. He began a Methodist ministry in Illinois but soon shifted into non-denominational Protestant community churches. His faith and sense of self touched his children, too, said his daughter. "My dad was a corker when he grew up," she said, so he combined high expectations with understanding born of firsthand experience.

"He knew that kids go through some of those phases." In Evendale, said Jack Stamper, president of the church board, Rev. O'Neal was revered for his soft-spoken preaching and his enduring love of music. Stamper recalled the minister singing the Lord's Prayer from a canoe in the middle of the lake at night at a youth summer camp. "It was wonderful," Stamper said. Also surviving Rev.

O'Neal are his son, Rod, in Houston; three grandchildren; a brother, Ernest of San Antonio, Texas; and a sister, Velma Kosp of Milford, 111. Visitation will be from 5-8 p.m. (EST) today at Knapp Funeral Home, Milford, 111. Services will be in the Milford United Methodist Church at 11:30 a.m. (EST) Wednesday.

Burial will be in the Milford Cemetery. Memorials can be made to the donor's choice. BY BEN L. KAUFMAN The Cincinnati Enquirer The Rev. Earl O'Neal told his wife from his deathbed that he wanted to see his mother as soon as he arrived in heaven.

Lois O'Neal said she chided him, but the dying minister responded, "Jesus understands." Rev. O'Neal, 67, died Sunday at his daughter's home in Kentland, from diabetic complications. His wife and daughter, Ruth Carter, were at his bedside. In recalling her husband's decision to become a minister, Lois O'Neal said he was a rough and tumble teen-ager. He used to drink illegally in bars as a teen-ager and finish off cigarette butts he found on the street, she said.

He was drinking a beer in the China-Burma-India theater during World War II when an Air Corps chaplain who knew young O'Neal was a hotshot typist grabbed him as an assistant. Soon after, he was serving communion, when tears began to stream down his cheeks. Before the day was up, he gave up drinking and smoking and surrendered his life to Christ. After the war, almost half a century of ministry followed. His final pastorate of 18 years was at Evendale Community Church, where the Rev.

O'Neal retired in August, 1990. (Ruth) Bedinghaus, Mt. Airy, Marlene Burton, Raymond and OSBOURN, survived by four grandchildren. Ralph Boyd, Jr. (Barbara) Sunday, December 199 Frank Arnold.

Jerry Brinker, a representative from Cincinnati Gas Electric estimated that installing one light on a wood pole would cost $600. Total cost depends on state requirements for light intensity and mounting, Brinker said.

Each intersection presents a separate problem, Brinker said. For example, at Pooles Creek Road, only one light at the intersection might be necessary, but at U.S. 27, more than 15 lights might be required to ensure uniform lighting on the exit ramps, he said. "If the state cannot provide it, we can provide it," Brinker said. Waverly United Church of Christ.

But Joe Kearnes, chief engineer for the state highway department's Northern Kentucky District, said the state will pay for lights only on interstate highways, such as Interstate 75, 1-275 and 1-471. "If we lighted this highway, what are the people on U.S. 27 going to say? There must be 1,000 places in Kentucky (that) also want lights," he said. Joe Geraci, of the chamber, said that perhaps the 70-mile AA Highway was the exception. Although classified as a limited-access highway, it has been engineered for interstate speeds.

Campbell County officials decided Monday they will first try to convince Gov. Wallace Wilkinson in his final eight days in office that the state should pay for the lights. "Are we going to foot the bill or lobby the governor?" asked Campbell County Judge-executive Ken Paul at a meeting sponsored by the Northern Kentucky Chamber of Commerce in the Cold Spring Municipal Building.
