And only by acting now to formulate a national food policy, can we stem the ever rising tide of food prices, and provide sufficient food for our needs, with enough left over for export to foreign countries. A national food policy should provide for a stepped up program of agriculture research, insure the maximum use of productive land, and make available all the essential elements of increased farm productivity, such as water and fuel. A national food policy should also take into account the need for an efficient transportation system to provide for economical distribution of food and fiber, and it should insure a level of profit that offers incentives, not penalties, for increased productivity. Asl this is possible and reasonable within the framework of our free enterprise system.

But until now, government has fallen short of its obligation to plan both the long and the short run help farmers meet domestic and foreign demands. Yet, I can think of no government program with a better payoff in terms of lower food prices than research to advance the technology of food production.

My increasing crop yields, research means higher profits for farmers and lower food prices for housewives. The production efforts of the nation's farmers are also hampered by a serious fertilizer shortage resulting from government's lack of foresight. Fertilizer is no frill in farming. It increases our annual food and fiber produc-. lion by 30 percent, and every effort must be made to ensure that adequate fertilizer supplies are available to farmers.

If farmers are to meet the goal of all-out food production, we must also alleviate the transportation shortage now frustrating the movement of farm products to market. A nationwide shortage of rail cars has reached crisis proportions and is straining the capability of the trucking industry. We must help farmers find sufficient transportation to meet their production goals. IMPORTANT ROLE Texas has a vital role to play in feeding the nation and in contributing to the world's food supply; but our state cannot be expected to play that role effectively unless the federal government does its part. The time has passed when we can afford to drift along in blissful assurance that America, the land of plenty, will always end up with a surplus.

Our nation is still blessed with the ability to meet the growing food needs of our own population as well as increased demands from other countries. And we have the manpower, the technology, the know-how, and an abundance of rich agricultural land. But success will not just fall into our laps. What we need now is the coordination and leadership that government must provide in developing a national food policy. PhitoMphcr Mrs.

ALL ACCOUNTS INSURED UP TO TEMPERATURE Dear editar: While it has always seemed to me they were taking up time that could have been used for something more interesting, the television network newscasters every evening always give a report on the day's stock market, how many shares were exchanged and how many points the average share rose or fell. To me this is about as interesting as a nationwide weather report on what the average temperature was for all 50 states at two o'clock in the afternoon. However the other day something new crept in. Walter Cronkite reported that when a major bank in New York reduced its prime interest rate from 11.75 percent to 11.60 percent the stock market gained 19 points.

What this proves is that nobody listens to the network's stock market report, because if they did somebody would figure out that if a drop in the interest rate of fifteen-one- hundredths of "a cent can send the stock market up 19 points, then think what dropping the interest rate a nickel would do. If everybody in this country bought some stock a day before the interest rate came down, everybody would wind up rich, could pay off his bills and go back in debt at a much lower interest rate. But times are too out of joint for something as simple as this. Why I read just the other day that a candidate had been indicted before an election. I never heard of that before.

I thought you always waited until a man was in office and then indicted him. Then if he pleads guilty you give him a probated sentence so he can be free to write a book. Say, I hope President Nixon is taking some experts along with him when he visits Russia so they can study capitalism. I understand the Russians, during the oil boycott that they secretly promoted, sold their oil right and left at double the usual price and made enough 25 Years Ago (Taken from The Democrat of June 10, 1949) Among the June graduates from A College were the following: Patrick Burney Hall, James R. A. Back Home After Three City Years by Bobby Batson I'm home now. I've been to the city. For three years I've been living there. Many of us grow up here, then go to the city to make a better living or to just get away.

Most comeback only to visit. After you've lived in the city, Hearne is never again the same. I don't know enough to tell you what change takes place, but you've seen it. If you've been here long enough, you've seen the young people leave, and change. We lose a lot of good people.

The city can do strange things to your head. It can make you forget where your roots are. It can make you forget you grew up here and because of that, you are part of this town. It can make you forget that growing up here was a pretty good trip after all. It can make you forget, or even resent, the simplicity of a small town.

Many have asked what in the world I'm doing back in Hearne. I've given some pretty standard answers, and have seen some really funny looks to my replies. I'm not crazy, but I was heading in that direction. I had to get away from the city before it took possession of me. I was becoming part of it, and that I didn't like.

I've come home a while to get my head on the right track. I'm here to recharge my battery. I think it's working. I am back to see the people again; to see the changes; to be able to walk anywhere I want to go; to be able to drive to the other side of town in five minutes; to hear the trains clank, bang, and whistle; to hear the six o'clock whistle; to see kids playing baseball; to hear what everyone is could go I've come back to see all those things that are a part of Hearne, and now are a part of me because I grew up here. If you've been away a while, I think you know what I mean.
