Donations may be made to the American Cancer Society or Hospice of BY DAVE BEASLEY The Cincinnati Enquirer Ruth Jones Fritschi, concert pianist, linguist and active church member, died Thursday at her Amberly Village home. She was 84. She had studied piano at the former Cincinnati Conservatory of Music and in Leipzig, Germany, where she met German composer Emil Beyer and his wife, Ruth.

She was instrumental in bringing the couple to Cincinnati, where they became important musical figures and established the Beyer Music Society. "Mother was a sensitive, warm, supportive person," her son, Hans, of Norfolk, said. "She gave help to people who needed help." Mrs. Fritschi was a performing member of the Beyer Society, a patroness of Delta Omicron sorority, a member of the Hyde Park Literary Club and the Book Club of She was a lifelong member of Walnut Hills Baptist Church, where she had served as trustee, financial secretary and member of the advisory board, Women's Guild and Missionary Guild. Mrs.

Fritschi did volunteer work driving disabled people to appointments and on other errands. She is survived by two other sons, Carl Fritschi, Blue Ash, and Bruno Fritschi, Birmingham, a daughter, Helen "Vicki" Fritschi, Medfield, a sister, Erma Overstreet, Louisville, and six grandchildren. A memorial service will be at 2 p.m. March 17 at Walnut Hills Baptist Church. March 8 Chas. A. Miller Sons 1 1 :00 A.M. March 9 Zettler (Hamilton, OH) THOMAS, Dale BY STEVE HOFFMAN The Cincinnati Enquirer Robert A. Ritzmann, a native of Lawrenceburg, made his mark in California as a contract administrator but returned to his roots five years ago.

He died Monday of coronary problems at Shady Nook Center, Lawrenceburg, at age 73. He had heart trouble for 10 years and in October underwent a six-way bypass at University Hospital, Cincinnati. Mr. Ritzmann graduated from the Indiana University School of Law, Indianapolis, after graduating from Lawrenceburg High School, where he was on the basketball and track teams. He also was an Eagle Scout.

He practiced law in Lawrenceburg briefly before and after World War II. He was a captain in the U.S. Army Air Corps three years, serving as an intelligence officer in Belgium, England and France. In 1947, he moved to San Francisco and worked nine years as a contract administrator in the Navy space program. He moved to Los Angeles to do similar work for TRW but illness forced him to retire after 13 years.

He and his wife, the former Sheila O'Brien of Lawrenceburg, moved to Glendale, W.Va., for 10 years and returned to Lawrenceburg in 1985. "Before he became ill, he was a very outgoing person. Senate approves bill for automatic education taxes THE ASSOCIATED PRESS COLUMBUS, Ohio Voters in Ohio's local school districts could authorize up to five annual increases in their property taxes with one pull of a voting machine lever under a bill that passed the Senate Tuesday. But Sen. Richard Finan, R-Cin-cinnati, sponsor of the legislation, conceded that not many politically sensitive school boards will use it. He called it another tool for districts looking for local financing options that do not require costly and repeated levy campaigns.

The bill is designed to help school districts that are deprived of revenue growth by a law that virtually cancels the effects of inflation on property values, on which property taxes are based. Finan said some older school districts in cities, for example are fully developed and unable to benefit from new construction that provides others with revenue growth. Loveland Fire Chief Jim Hunter said he proposed a $100,000 yearly contract to cover 17 streets in northwestern Miami Township near Loveland.

That compares with the $16,000 for two streets offered by Harold Thiele, new chief of Miami Township, and James Huffman, chief of Milford-Miami Township Emergency Medical Services. Loveland's existing $210,000, one-year contract ends April 1. Hunter said Tuesday's negotiating session was the only one so far. When he refused the Miami Township proposal, Hunter said Thiele and Huffman announced that their units would cover all of Miami Township.
