3412 CLIFTON 281 WILLIS D. GRADISON JR. BY BOB WESTON Enquirer Reporter Reporting on his 10-day official trip to the Soviet Union, U.S. Rep. Willis D.

Gradison Jr. said Friday that Leonid Brezhnev is not expected to continue much longer as the Soviet leader, but no one seems to know who will replace him. "Our ambassador to the Soviet Union said he doubted if Brezhnev would last beyond a year because of health reasons," the Cincinnati congressman told The Enquirer editorial board. "They say he slurs his words very badly. He obviously is not in good health, but it is not easy for a guy like that to turn over the decision-making to somebody else.

"I heard great differences of opinion about who would take his place whether it would be a hawk or somebody more liberal," Gradison said. "The best guess is that his two positions of chief of state and Communist Party first secretary probably will be split up between two successors." Gradison, who went to Russia with a delegation of 16 other congressmen, said they spent more than 10 hours "in surprisingly frank" discussions with Kremlin leaders. THE CINCINNATI Republican said he also met with several Jewish dissidents, so-called "refuseniks," whose emigration applications have been denied by Soviet authorities. Using the congressional visits to show their professed good faith in granting emigration, the Soviets ap-proved the emigration of the longest-standing refusenik in Leningrad the day before the U.S. delegation arrived there.

In Moscow, they also granted an emigration visa to a Russian draft-dodger, Leonid Slepak, from one of the most active dissident families. Gradison said he headed a group of four congressmen who visited the apartment of Dr. Andrei Sakharov, the Nobel laureate physicist and prominent leader of the Soviet dissident movement. "THAT MEETING was a moving experience that lasted until 2 o'clock in the morning," said Gradison, adding that Sakharov's wife furnished him a list of Soviet dissidents in prison or internal exile. In the meetings with Kremlin leaders, Gradison said they charged that the U.S.

"military-industrial complex" was blocking consummation of the SALT (Strategic Arms Limitation Talks) treaty. But he said the biggest problem seemed to be the Russians' inability to understand how the U.S. government operates. "I don't think they really understand that the President cannot commit the United States to the treaty without Senate ratification," the First District congressman said. OTHER GENERAL impressions gleaned by Gradison on the trip, which lasted from April 12-22: The Soviet leaders seemed paranoid about China.

"They said if China had advanced weapons, it would unleash a new world war today." The Kremlin believes that the U.S. is merely using the Jewish emigration issue as an excuse not to open up trade to the U.S.S.R. "They said if every Jew left the Soviet Union, we would find some other excuse not to trade with them." The USSR has many internal problems, including inflation, racial tensions (particularly with Asiatic Moslems), serious labor shortages in some parts of the country, and even a rising death rate. Russian leaders wear much more stylish, better-quality clothing than the shabby, drab apparel displayed in Soviet shops. Moscow has one of the world's most efficient subway systems, transporting six million people a day with trains that run at two-minute intervals.

Books are in short supply in Russia, even the classics of Tolstoy, Dostoevsky, and Pushkin. "They say there's a paper shortage," Gradison said. Vestiges of the Stalin regime are almost nonexistent.
