SEND-A-S0NG WASHINGTON (AP) Consumers may turn to state governments to protect them against automobile defects if Congress does not do it, the head of a consumer group concerned with car problems said Wednesday. Clarence Ditlow, executive director of the Center for Auto Safety, said a bill drafted for introduction In the Kentucky legislature is an effective way of providing car owners with protection against "lemons." Ditlow made the remarks in Louisville, and the consumer group released his text in Washington. He said attempts in Washington to legislate effective protection against lemons has been disappointing. "If the U.S.

Congress will not help consumers, then it's up to the Individual states like Kentucky," Ditlow said. "The proposed bill puts defective toasters and cars on an equal footing. The consumer may return either one for refund or replacement," he said. "BY LIMITING the manufacturer to three times to correct a repairable defect or 20 days total at the shop, Kentucky resolves once and for all how many tries a consumer must give the manufacturer to fix a car. It will eliminate the horror stories of 30 trips to the dealer or a car that spends more time in the shop than in consumer use during the first year of operation," Ditlow told the Kentucky Consumers' Advisory Council.

Ditlow said his consumer group receives an increasing number of complaints from dissatisfied car owners. CITING A complaint sent to consumer advocate Ralph Nader, who helped found Center for Auto Safety, Ditlow told of the owner of a 1977 Cadillac Seville. The owner, identified as Carl Baum of Brooklyn, N.Y., took the car back to his dealer six times to have a window repaired. "My last conversation with them (the dealership) consisted of them trying to sell me a new car in place of attempting to fix the window on my present car," Baum said in a letter quoted by Ditlow. He said consumer complaints reaching the Center for Auto Safety now reach about 15.000 per year.

"Based on the center's 10 years of experience, automotive problems have clearly reached a national crisis stage, affecting all levels of economic groups, in terms of their health, safety and pocketbook," he said. Widow Files Cremation Suit NORRISTOWN, Pa. (AP)-A widow who says her husband had all his own teeth when he died filed suit Wednesday against the funeral home that cremated him. She claims that when she asked for his remains, she got ashes mixed with 29 false teeth. Jeanne Smith filed the suit in Montgomery County Court, charging that the Chelten Hills Cemetery, Crematory and Mausoleum "failed to maintain the integrity" of her husband Wesley's body.

Also named in the suit is Edward Mon-tayne, a Montgomery County funeral director. The suit asks the court to order the defendants to establish what happened to Smith's remains and to return them to Mrs. Smith for burial. It also seeks the $430 she paid for the cremation, plus damages for "mental distress and anguish." Smith, a pipefitter for the Ford Motor died of cancer at the age of 46. His remains were cremated March 6, 1978, and Mrs.

Smith said she picked them up in a plastic bag and cardboard carton two days later, along with a certificate that said the remains were those of Wesley J. Smith. Body Identified, Burden Ends BIRMINGHAM, Ala. (AP) Mary Mur-dock says word that her son's frozen body was identified in Cuba, where it has been since the Bay of Pigs invasion, lifted an 18-year-old burden from her family. "There were times that I thought we would never get him back, even recently," said Mrs.

Murdock, mother of Thomas Wil-lard Ray, a 30-year-old pilot who crash-landed his plane in 1961 near Fidel Castro's field headquarters, about 20 miles from the bay on Cuba's southern shore. "You just don't know what kind of burden this has lifted off me, off a lot of us," she said Wednesday, after being told by the State Department that her son's body had been identified by fingerprints. Ray is Mrs. Murdock's child by a previous marriage. Janet Weininger, now the wife of an Air Force fighter pilot stationed in West Germany, said she was six when her father crashed in Cuba, and for years has been trying to get information on what happened to him.
