A-16From Page A-1 THE CINCINNATI ENQUIRER Thursday, January 25, 1990 Luken Thomas Luken's record Rep. Thomas Luken says his greatest accomplishment might be rewriting the solid waste law formally called Resource Conservation and Recovery Act. His proposal would require each state to write 20-year waste-management plans that include recycling 25 of all solid waste. Other accomplishments: Focusing national attention on environmental neglect by the government at the Fernald plant. Guiding a comprehensive railroad safety measure through Congress.

Writing the only drug-testing bill that has passed the House. Ironically, the measure to test railroad employees became an issue in Luken's 1988 campaign. Opponent Steve Chabot accused Luken of sitting on the measure because railroad unions opposed it. Space CONTINUED FROM PAGE A-1 Students will perform a variety of tasks involving robotics, life support, space-probe construction, medicine, navigation, data relay, biosphere management and space-to-earth communication. Opening a year from now Work on the Challenger Learning Center will begin in September, when the permanent exhibits in the Museum of Natural History on Gilbert Avenue close and move to the Union Terminal museum complex, which is scheduled to open in November.

The center is scheduled to open in January, 1991, and is the first approved in Ohio. All sites must be approved by the Washington, D.C.-based Challenger Center, a group formed by educators and the families of astronauts who died in the Jan. 28, 1986, explosion of the space shuttle Challenger. Challenger centers now operate in Houston, Tampa and Lanham, said David Imbrogno, deputy program director at the Museum of Natural History. Safety and Health.

Luken's announcement has started speculation on the availability of seats both on Cincinnati City Council and in Congress. Driehaus said of Charles Luken's decision to seek his father's seat: "In my estimation, he is the most popular politician in Hamilton County. I think he'll receive considerable support from the Democratic Party." Republican City Councilman Steve Chabot, who ran unsuccessfully against Thomas Luken in 1988, said of trying again for the congressional seat, "I've not had a lot of time to give it thought, but it's something I would not rule out although I'm not committed to run." Asked whether he would be interested in running for Luken's seat, Ohio Senate President Stanley Aronoff, R-Cincinnati, said: "A few people have called me inquiring about my interest. I made it clear to them I am flattered, but that I enjoy being president of the (Ohio) Senate and intend to stay in that capacity for the foreseeable future." Enquirer reporters John Eck-berg and M.AJ. McKenna contributed to this report.

CONTINUED FROM PAGE A-1 1988. "I have served the purpose of a moderating influence," he said. Luken has represented Cincinnati and western Hamilton County what is now Ohio's First Congressional District since 1977. A former federal prosecutor and Cincinnati mayor, Luken first was elected to Congress in a special election in March, 1974, to fill the Second Congressional District seat vacated by William J. Keating.

In the November general election, he lost to Willis D. Gradison Jr. Two years later, Luken moved across town into the First District and defeated incumbent Donald Clancy. Both Democrats and Republicans describe Luken as a fighter. "Tom is a tiger," said Rep.

Gradison. Luken has been called a friend of the common man and a slave to special interest groups; a tyrant of a boss and a terrific teacher. But Don Driehaus, co-chairman of Hamilton County's Democratic Party, said of Luken, "He never fails to do his homework; he was an incredibly hard worker." In 1984, Washington Monthly Computer and satellite dish links hold the potential of joint international missions by schoolchildren and live communication with NASA shuttle missions, organizers said. "This is called a space flight simulator, but it has the potential to be used for a lot of different things," Imbrogno said. The simulated shuttle, for example, can be used as an undersea explorer craft guided by a land-based mission control, and museum educators also plan to make it available for public and business uses.

"We intend to use it also for corporate training programs," he said. "Let a few executives get a pressure leak halfway to the moon and see how they solve it." While officials hope to develop an entire Space Center at the Union Terminal museum complex, short-range plans call for renovating and expanding the Gilbert Avenue planetarium and using the bottom floor of what is now the natural history museum for the Challenger Learning Center. But some say Luken is not afraid to take on giants, such as the U.S. Department of Energy or the tobacco industry. He has saved some of his most acerbic comments for the federal government's delay in cleaning up radioactive contamination at the Fernald uranium plant in northwest Hamilton County.

"We'd hate to see him go. He took a lot stronger stand on Fernald than a lot of other people have been willing to take," said Lisa Crawford, spokeswoman for Fernald Residents for Environmental named Luken among the "10 worst" legislators, citing allegedly abusive behavior toward his staff. A former worker had said Luken was prone to "tirades and temper tantrums." But another former staffer, Marietta Ginocchio, said Wednesday, "I loved working for him; he was a marvelous teacher." Luken was widely criticized for the amount of money he took from special-interest groups. In 1988, he received $468,685, putting him ninth among 789 House candidates for special-interest contributions. iA Bush seeks $1 billion for Panama OPEN $2000.

Congressional leaders were briefed on the program Wednesday, and a formal announcement is expected today, the official said. About half the program will be in cash and the remainder in credits, the official said.

Aside from development aid, the program will include loan guarantees and programs to encourage investment, he said. "Right now, we're making a determination whether to extend or recompete the contract," Andrew Avel, DOE's deputy environmental manager at Fernald, said Wednesday. "If you're recompeting a contract that contains an (unused) option to extend, I would think it's a pretty strong message to a contractor not to compete," he said, adding that no decision has been reached. Bob Walker, press relations manager for Westinghouse at Fernald, said only the local company's corporate parent, Westinghouse Electric Corp. of Pittsburgh, can comment on contractual matters.

Westinghouse Electric spokesman L.B. Moore did not return a phone call Wednesday. Neighbors anxious Around Fernald, citizen concern at the prospect of a new site operator is rising sharply and will be one of the subjects discussed at the 7:30 p.m. meeting tonight of the group Fernald Residents for Environmental Safety and Health (FRESH). "I think it will set us back a couple of years. We would have to put any new contractor on notice that we have a very forthright, active community The contract issue surfaced 10 days ago after the discovery of an internal DOE memo, originating from DOE's Oak Ridge Operations office, which oversees Fernald. The memo suggested that the contract should be opened to new bids because the plant's mission has changed from production to cleanup in the five years since Westinghouse won the contract. Both Westinghouse and DOE have faced difficulties recently that might cause them to be dissatisfied with each other. The U.S.

Environmental Protection Agency has proposed fining Westinghouse more than $300,000 for violations of hazardous waste storage regulations. Westinghouse has been forced to postpone restarting production and lay off workers trained in cleanup methods because of cuts in its DOE-supplied budget. Mohr, SportsChannel Regional Networks president and chief operating officer. Cable operators must negotiate with SportsChannel to determine whether to provide service as a free basic channel (like ESPN) or for a "low-priced" premium, Mohr said. Warner and Storer cable officials Wednesday indicated they'd like customers to pay a small additional monthly charge for SportsChannel.

Warner charges $2.95 a month in Akron, Youngstown, Canton and Columbus for SportsChannel Ohio, which carries the Cleveland Indians and NBA Cleveland Cavaliers. 'Customers should pay' "We think that the customers who want it (SportsChannel) should pay for it," Virgil Reed, local Warner cable general manager, said. Mike Amundsen, Storer business manager, said his system wants to carry SportsChannel, if a deal can be struck. Right now, he said, the channel's cost "is prohibitive. They don't want to deal." The Reds have been talking about cable TV for five seasons.
