Robert Collins, i-l, Newark couple are $10 million Lotto winner THE ASSOCIATED PRESS CLEVELAND The Licking County couple who Tuesday claimed the $10 million jackpot in Saturday night's drawing of the Ohio Lottery's Super Lotto game said they had been ready to abandon the numbers they had played for years. The Newark couple, Jerry E. Terrill, 42, and his wife, JoAnn, 43, bought the only winning ticket for the drawing and claimed the prize at the lottery office in Columbus, said lottery spokeswoman Anne Bloomberg, in Cleveland. Terrill is a machine operator for American National Can Co. in Mount Vernon, about 30 miles north of Newark, Bloomberg said.

JoAnn Terrill is a housewife. Asked if he would keep his job, Terrill responded, "What would you do if you won $10 million?" Terrill said he and his wife had been playing the winning numbers of 16, 18, 24, 32, 36, and 38 for several years and had picked them by taping the Lotto game numbers 1 through 44 on pennies and drawing six pennies from a plastic bowl. Curtis Cook, 73, of Fort Thomas, a retired General Electric inspector, and his Ken, 39, of Southgate, an employee of the state Cabinet for Human Resources in Newport, set up a trust agreement for the payment, said Vicki Dennis, lottery communications director. After federal and state taxes about 24 the trust will receive about $950,000, or $47,500 a year for 20 years, she said. Ken Cook said he and his father had not made definite plans for the money "except -to go on vacation Other than that, we 'don't have any big plans. We'llprobably 'just let it grow for a year or so." Curtis Cook told lottery officials that he and his wife, Delores, would use some of the money to visit her brother in Florida. Ken Cook said he and his wife, Theresa, a medical receptionist for two doctors, might retire sooner than they had planned.

jackpot $2.5 million The prize is half the total $2.5 million -jackpot for the drawing. "We don't know who the other winner "-is," Dennis said. The holder of the other winning ticket has 365 days to claim the other half of the prize. The Cooks' $2 ticket gave them three picks, made with the help of the Quick-Pick computer at the Kwik Shoppe in Highland The third pick was one of the two winners, Dennis said. "My dad always buys the tickets, and he doesn't show them to me," Ken Cook said.

She and her two sons were killed. According to the Federal Railroad Administration, about 107,000 of the nation's 181,000 public grade crossings have cross-buck devices. Ohio has 8,670 public crossings; 5,145 are marked with only crossbucks. Upgrading or replacing all crossbuck signs in the nation could cost $60 million to $80 million, said Paul Oakley, coordinator for Operation Lifesaver, a non-profit group trying to cut down on grade-crossing accidents. treated at a hospital for cuts she received after diving through a window.

The sign includes the basic crossbuck, resembling an used by railroads since 1884. New, however, are reflective panels 'mounted at motorists' eye level, about 3 feet below the crossbuck. Conrail managers and six rail-', road labor unions have been work-; ing on the project since 1987, said Martin Joyce, chairman of United times, Joyce said.

The project has produced several prototype signs that have been installed at a Conrail train yard west of Columbus. None has been installed on public roads. "Our objective is to propel this effort into national prominence by bringing it to the attention of the U.S. Department of Transportation," Joyce said. Work on the experimental sign began after a 1987 crossing accident in Crawford County, when an off-duty school bus driver drove in Transportation Union Local 50.

The committee has developed a sign they hope can be erected at more than 100,000 grade crossings across the nation, changing a sign that has been basically the same for more than a century. Because of the angle and location of the panels, the signs are supposed to reflect light from an approaching locomotive into a motorist's eyes. It would be effective in daytime because locomotives.
