BY SCOTT BURGINS The Cincinnati Enquirer Michael J. Ratto, an activist in the field of substance abuse, died of cancer Wednesday at Jewish Hospital. He was 40. "He was the kind of guy you're better off having known. My life has been enriched by him," said a friend, David Chiappone, a clinical psychologist who worked with Mr.

Ratto. Mr. Ratto was in the news earlier this year when Cincinnati Public Schools officials refused to allow his wife, elementary school counselor Perry Ratto, to accept donated sick days from friends who wanted to help her stay home and care for her husband. Friends of the family also sponsored fund-raisers to help pay Mr. Ratto's medical expenses.

A friend, Bob Dugan, said co-workers and parents of the kids he'd helped to kick drug habits visited him during his illness. "They made it a point to get back to Mike and let him know what kind of impact he'd had on their kids' lives and their own lives," Dugan said. Mr. Ratto was director of support services for 10 years at Hillcrest School, operated by the juvenile court; later, he was associate executive director at Talbert House, which serves people with substance abuse problems. Last year, six weeks into a new career as a consultant to businesses on substance abuse, he was diagnosed with cancer and unable to return to work.

Survivors include his wife; three daughters, Emily, Sara and Amy, all of Cincinnati; parents, Jack and Robbie Ratto of Park Ridge, brothers, Dick, of Cornelia, and Joe, of Des Plaines, and sister, Judy Robb of British Columbia.
