ABC's Toul Play' Strikes Out Box or Menthol: padk rf have less tar than one pack 'Morning Edition' Airs On WVXU-FM BY TOM BRINKMOELLER Enquirer TV Critic "Morning Edition," the daily National Public Radio morning news program, will finally begin to air in Cincinnati next Monday thanks to some unusual co-operation between radio stations. The program has been fed to NPR stations for about a year, but 90 of the regular listeners of WGUC-FM (the NPR outlet here) voted last February they didn't want "Morning Edition" on that station during its 6-10 a.m. feed from the network if it meant pre-empting Paul Laumann's popular morning music show airing during the same hours. WGUC General Manager Al Hulsen said Friday he has been working since that time to find another local outlet for the news show, found one in WVXU-FM and recently received permission from NPR to feed the program to WVXU daily for trans-mission on that station.

Regulations prohibit use of the programming on a non-member station unless a rather sizable fee is paid in this case $10,000 a year. "NPR HAS agreed to allow us to be a kind of a pilot project here to see If the idea can work," Hulsen said. "Unlike commercial stations, we don't see ourselves in competition with each other. By our co-operation, we'll be able to offer totally different services to different audiences." Laumann's "Kitchen Koncert" will continue as usual on WGUC, and while it is on the air, the station will be capturing the "Morning Edition" signal from the NPR satellite and sending it by land line to WVXU, where the show will air from 6-10 a.m., crediting WGUC as the show's "sponsor." WGUC will promote "Morning Edition" over its programs in the day, and in the evening WVXU will remind its listeners "All Things Considered" Is being broadcast over WGUC. Hulsen describes "Morning Edition" as "very much like 'All Things but more geared to the morning listener-perhaps a bit more fast-paced." The program is hosted by Bob Edwards.

the 1970s now can't seem to get anything right. ABC is still luminous In sports and has made great strides forward in news coverage during the past few years. But in prime time, its new offerings for the past couple of years have seemed mechanical and unimaginative. WHEN FRED Silverman left ABC to take over the presidency of NBC 2M; years ago, ABC boasted it wouldn't miss him and it had such a strong staff of capable executives that the alphabet network wouldn't miss a beat. But there is no sign so far that Tony Thomopoulos, who replaced Fred Silverman as the man in charge of ABC programming, possesses Silverman's showmanship and imagination.

Looking at ABC's prime-time offerings for the past couple of years, you can almost hear the gears clanking as all the old mechanical routines are forced into stiff motion yet again. Trying to pull NBC up out of the Nielsen ratings basement, Silverman has yet to make the peacock network fly. But at least he's trying, with even his failures, like the "United States" series last season, showing some effort to find new directions. Meanwhile, ABC and Thomopoulos are slicing the same old sausage, with "Foul Play" perhaps the most rancid serving so far. ABC is still up to par on its specials, as the "Masada" miniseries will demonstrate to you when it is shown this spring.

But in the series area, ABC is ailing and doesn't seem to be improving. BY LEE WINFREY Knight News Service "Foul Flay" Is a foul ball. If I were you, I'd wait around for some other pitch. "Foul Play," a mldseason replacement series, premieres 10 p.m. Monday on ABC.

It is one of the worst hours of television I have ever seen. Although I didn't see the 1978 movie which spawned this misshapen series, I'm told by friends that it was a funny film. It starred Chevy Chase as a policeman and Goldie Hawn as a librarian. Whatever the movie possessed in wit has been lost in translation somewhere en route to the little screen. The video version of "Foul Play" is a hopeless clutter, all flash and motion, barren of intelligence and humor.

The show stars Deborah Raffin as the librarian, Gloria Munday, and Barry Bost-wick as the policeman, Tucker Pendleton. ABC, already dissatisfied with the conception, has decided to turn Gloria Munday into a TV talk-show hostess in the future episodes. It's hard to see how that change in the recipe will make this soggy souffle rise. MONDAY NIGHT'S premiere is a preposterous piffle about the kidnapping of a 13-year-old scientific genius. His abductors force him to make an atomic bomb that they plant in San Francisco Bay.

They use it as their threat to demand the usual mountain of money.
