BY ABIGAIL VAN BUREN DEAR ABBY: I am 14 years old and I have a problem. All my friends call me "conceited." I'm not really, but they think I am because I can't pass a mirror without looking at myself. So what can I do about myself Do you think I'm conceited or not? NOT CONCEITED DEAR NOT: Looking at one's self in the mirror does not necessarily indicate that you admire yourself. Perhaps you lack self-confidence and are seeking constant reassurance. "It started with the drums when I was 10," he said.

"I was a real maniac on them. Since then, I've been into music for both fun and profit." Currently, Garrett Is doing a personal appearance tour. He's making stops on the Mama Cass show on the West Coast, Scene '70 in New York, and Up-Beat in Cleveland. More important, he's making a round of personal appearances before live audiences. "The tour," he commented, "is mainly on the college and the rock club circuit." "The act," he continued, "is a visual as well as musical thing.

Kind of a SlyJr. Walker thing. The musicians we have so far and those we're looking for are professionally trained people." WISELY ENOUGH, Garrett is not aiming for any special group. Instead, he and his crew are playing musia for people of all factions, "Rather than alienating any specific group," he said, "we're just trying to play good stuff." "The music we do," he went on, "is the good stuff others have done and then stylized to fit our act." From this, they get a distinctive sound and familiarity at the same time. He was the lead voice on "Na, Na Hey, Hey, Kiss Him Goodbye," the Steam hit which has sold by now nearly a million and a half copies and is high up on the charts in something like 13 countries.

Soundings But there's more of a story than that. Garrett Scott was in town two weeks ago and we had a chance to talk. "Actually I never was with Steam," he said. "I just co-authored the songs on the album and performed on 'Na, Na', My career is different." Unfortunately his career is very different and totally separate from Steam. Garrett is a solo performer mainly, a writer secondly, and a producer after that.

"Right now," he said, "I'm working on getting a revue together. There will be seven pieces with a girl singer, trumpet, tenor sax, organ, guitar and drums.
