Israel Snubs Mandate To Leave Settlements JERUSALEM (AP)-The Israeli parliament decided Thursday to Ignore a U.N. resolution demanding removal of Israeli settlements In occupied Arab territory. Prime Minister Menachem Begin said that despite U.S. disa-Towal of its vote for the resolution, Washington still endorsed parts of it that "expressed total hostility to the state of Israel." leader Yitzhak Rabin, a former prime minister, added that the American handling of the matter signaled a JAugher U.S.

stand In the 'future on the issue of Palestinian fights. In Cairo, an Egyptian official downplayed the U.S. turnaround bn the resolution, in contrast to he anger in the rest of the Arab world. Foreign Minister Butros JBhali also said he expected Is-ael and Egypt to meet a May 26 Headline for agreement on '-Palestinian autonomy. 52-37 with two abstentions for a government measure rejecting the Security Council resolution.

The relatively close vote resulted from parliamentary infighting, since sentiment in the Knesset was nearly solid against the U.N. action. Secretary of State Cyrus Vance said Monday the United States had meant to vote only for removal of IsraeM settlements in the West Bank of the Jordan River and the Gaza Strip, Arab lands occupied by Israel after the 1967 Mideast War. Vance said the United States had not intended to support the sections calling for Israel to remove 10 new Jewish neighborhoods in the Arab quarter of Je-rusalem. Vance said a communications foulup led to the error.

Israel has vowed never to surrender the predominantly Arab-populated eastern half of Jerusalem captured along with the rest of the West Bank in the 1967 war. UK TIMt im FUWERIL HOME BLUE Balph E. yJt.M. Haicti 8 lulls CAFAZO. Anthony 10:00 A.M.

1 sued a decree suspending constl- said 500,000 hectares would be affected. There are 2.47 acres in a hectare. A member of the Junta, Col. Adolfo Majano, told a national radio audience the agrarian reform law "will take the land out of a few hands and give it to many allowing the people to create their own destiny." Majano said the law will help people who have been living in poverty for years. He said farm workers and peasants should organize and work efficiently to produce food for local consumption rather than for export, as is now the case.

"We are not going on the road toward communism," Majano said. "We are trying to find the way to a true democracy, the path to Justice and liberty." There were unconfirmed reports that the 376 families would receive government bonds for the expropriated land, 1 Journey's SCOTT Leona L. (nee Laycock), widow of J. C. Dorst, 54, director of the Museum of Natural History, has.wrltten extensively about animal life, specializing in bird migrations.
