Responding to the Israeli statement, the Egyptian foreign minister declared in Cairo that Jerusalem "is part of the autonomy talks." And Foreign Minister Kamal Hassan Aly also told reporters that the talks, suspended by President Anwar Sadat, were unlikely to be resumed soon. In a statement authorized by the Israeli gov 5 ju ernment, Foreign Ministry spokesman Yoram Ben-Zeev said Israel was not backing down from Its position that Jerusalm's 100,000 Arab residents are not Involved In an autonomy plan and would be barred from voting for a Palestinian council that would represent West Bank and Gaza Arabs. "Jerusalem Is not part of the Ben-Zeev said, but he added, "all issues on all matters are subject to negotiation, because the idea is to overcome obstacles by negotiation." Of the four major recltallsts this year at the bass school, none were dled-ln-the-wool traditionalists.

If you were waiting to hear someone play the standard stuff, you are still waiting. Frank Proto started things off in July, with a program of his music performed by himself and some Cincinnati Symphony musicians. It was Third Stream all the way. Then came jazz great Red Mitchell, followed by female avant-garde bassistsinger Joelle Leandre. Tuesday In Corbett Auditorium Francois Rabbath, France's answer to Andre Prevln, filled the hall with some of bassdom's most eclectic sounds.

The rhythm of the African plains. The repetitive drone of the Indian raga. The cry of the wounded whale. ALL THIS on a bass. With the aid of his own phenomenal technique, and with the assistance of a microphone, Rabbath increased the bass' colorlstlc palette to the extent that It didn't always resemble a bass anymore.

At least not the bass everyone Is accustomed to play. Actually Rabbath did perform some standard repertory. He played Bach. He played Vivaldi. He even Imaged Botteslnl In a set of his own variations.

But when he went classical, Rab-' bath wasn't the least bit ethnocentric about it. The Western sound world Is one among many, you could almost hear him say. The modes, the rhythms, the colors, all take their places beside other systems, other colors, other sounds. Sadat delayed the talks on Palestinian self rule In Israeli-occupied territory to await Israeli clarifications on the Jerusalem law passed by the Israeli parliament last week by an overwhelming majority.

The law made all Jerusalem capital oi the Jewish state. Sadat was said to be looking for a gesture from Israel or a signal that Jerusalem was still negotiable. The law has been Interpreted as preempting negotiations on the city's final Jazz, his Indian music, his French folktunes and his African tribal rhythms. And if there Is a little cultural bleed In everything he does, that's to the good. The man who is conversant with the sltar shouldn't play Bach like the man who Isn't The concert began with a few pieces of Rabbath's own "Poucha-Dass," an homage to Indian music that Is quickly becoming a classic; "Voyage," "War and Peace" and "Crazy Course," a title which must refer to the path of the hands along the fingerboard, and It was wonderful.

Then came more varied stuff a Vivaldi Violin Concerto (arranged by Rabbath); his own blistering "Impalas," a perpetual motion piece that has his hand leaping over Itself; an homage to the hlghwlre acts of Botteslnl; and a few short, impressively musical renditions of Bach. It was all unusually colored, supremely melodic, subtly shaped and gently varied. status.
