who crossed a picket line Perry County State Police Lt Bill Lykins also reported that six other men are being sought in the slaying of Ernest Creech 39 Creech was shot through the heart Wednesday when he drove mto the Blue Diamond Coal Co mine No 1 at Leatherwood Lykins said the weapon has not been found but added that was a high powered rifle He said those taken into cus tody were members of the UMW Local 8280 at Leatherwood and that all were on the picket line at the time of the shooting Lykins said the names of those eharged would be released la ter Two passengers in pickup truck said gun barrels were sticking out of all vehicles parked by the pickets Lykins said He said officers had an earlier report that a rock shat tered the rear window of the pickup as Creech arrived for work Wednesday morning shot that killed him was fired through the same Lykins said the one shot was fired but it penetrated his The mine has been picketed for several weeks since shortly arier it ciosea as of $2708057 Duward Moore is seeking from Bruce Perry $1209600 as the result of an accident on Dec 10 1963 in Lawrenceburg This case is set for trial on March 15 In the third case involving an automobile accident Rov Crume is seeking from LD Durr Dan ville $612300 as the result of an accident north of Lawrence buig on US Highway 127 on Dec 31 1964 The Crume and Durr case is to be tried on prisoners under a federal grant that is the first of its kind in the nation Gov Edward Breathitt an nounced the $299909 anti pov erty program grant Wednesday It will finance the first year of a three year $1078987 project oy me corrections Department The money will provide liter acy education industrial arts and vocational training and counseling services for inmates age 16 to 26 at the Kentucky State Reformatory LaGrange It also will set up community guidance centers at Harlan Haz ard and Louisville with the Lou isville facility to open in Sep tember Each center will house about 20 men on parole or pro bation permitting them to con tinue their training at nearby area vocational schools Breathitt gave this outline of the program: An education program will be developed using a greatly enlarged trained staff and mod ern equipment to replace the pi esent program which does not meet minimum educational standards All new inmates will be tested and those requiring literacy education will be as signed to the program before be ing considered for vocational education general industrial arts shop will be set up to develop and determine vocational inter ests among inmates and to pro vide guidance vocational training pro gram will i 1 auto me chanics auto body work and painting building trades elec trical work and welding After completing the course inmates could appear before the parole board for possible release so they might continue training at a vocational school while living at the center centers will provide guidance supervision ana main tenance of the parolees while term will be devoted to condemnation cases appealed from the County Court as the result of the Central Kentucky Parkway and reconstruction of a portion of US Highway 127 Three suits are to be tried as the result of automobile dents The criminal docket is ually light for the March There has not been a single case from the lower court held to the grand jury however there were indictments returned prison and build it up quickly why Cannon en replace the old Kentucky State thusiastie about at i the Penitentiary at Eddyville drums for a new institution to The Task orce on Corrections has recommended that the state look ahead to abandoning the old prison But me iasK force did not recom mend a timetable just shy away from build ing an $8 million to $10 million Cannon said in an interview we can in crease professional services stressing probation and parole services hoping that we will be able to see a decrease in the prison he i said want to plan a big I prison right now until we can see what we can do with the Cannon said he will wait at least two or three years to watch now steppea up probation and parole services will work before making a decision on a new prison The $176 million bond issue contains money for two farm dormitories which would help alleviate overcrowding at the in stitutions he said The penitentiary is operated primarily as an institution of maximum security we go for a new institu tion it would be a 500 bed fa cility for the youthful Cannon said would anticipate replac ing the penitentiary but we want to take a real hard look at the Cannon said some action may be taken within five years on re placing the institution The commissioner added that it Is easier to get funds for a huge new Institution than for in creasing professional services to boost rehabilitation of prisoners Cannon pointed to progress the Corrections Department has made in professional services since he became commissioner in September of 1963 He said probation services in creasea by 15 ner cent last vear without an appreciable rise in crime Parole services also in creased but to a lesser degree Cannon said qualifications for probation and parole
