Pharos-Tribune, Logansport, Indiana, Wednesday, January 2, 1985 Page 19 Children's Deaths Preventable, Report Says Low-cost care could stop half of 15 million deaths around world WASHINGTON (UPI) Fifteen million chUdren die each year around the world while health experts say simple, low-cost means are available that could save half of them, a report says. According to the report released Sunday by the United Nations Children's Fund, UNICEF, the medical technology to achieve this goal is well known, administrative methods to do the job have been proven and the cost is within the means of even very poor countries. What is needed, the report says, is a breakthrough in public and political will to accomplish it "In short, it can now be done if the world wants it." The problem is much bigger than the current, highly publicized famine in Ethiopia, and even the less well known food crises in other African countries. The report estimates the food crises will claim the lives of 1 million to 2 million African children. But it says 4.5 million children in Africa would die this year even if there were no immediate "emergency." In the world's lowest-income countries, an average of 160 of every 1,000 babies born die before they are a year old nearly one child in six.

In more advanced developing countries, the rate is 94 per 1,000 and in the industrial world, it is 19 per 1,000. UNICEF says the global infant death rate could be cut in half if every family knew about and regularly used four very simple methods: rehydration therapy: The biggest child killer in poor countries is dehydration from the frequent diarrhea that goes with poor sanitation. A salt and water solution can prevent dehydration. An even cheaper home brew of water, salt and sugar also works. monitoring: Slow growth is a sign of malnutrition, of which a parent may not be aware.

A program to weigh babies regularly and to provide parents with a 10-cent chart to plot growth alerts them when something is wrong. Studies have shown mother's milk gives infants considerable immunity from common diseases in the first six months of life. $5 will immunize a child against measles, diptheria, whooping cough, tetanus, tuberculosis and polio, which together kill 5 million young children a year and leave 5 million more disabled. It may seem that reducing the child death rate would worsen the population growth problem in developing countries. But UNICEF and World Bank economists say the opposite is true, because high infant mortality gives parents in poor countries an economic incentive to have more children than they really want.

Cult Link Seen In Mutilations Of Dogs, Cats In Ohio County MARYSVILLE, Ohio (UPI) The mutilation killings of 24 cats, eight dogs and 78 chickens in Union County may stem from a satanic cult that practices in the area, Sheriff John Overly says. However, Overly said Sunday his department's investigation shows that although some evidence appears to be cult-related the relationship is only speculation. He said spite-killings, gruesome "kicks" or the workings of a mentally disturbed individual also have been considered. "We feel that we do have cults practicing in this county, but the whole thing is something new to us," Overly said. "It's something you'd think of being in a city like Cleveland or Los Angeles or Chicago." Overly said elements of the slayings could be cult-connected.

The use of black animals and chickens as sacrifices, incidents occurring on nights of a full moon and a potential star-shaped pattern developing when the different slaying sites across the county are connected by lines. Overly said he has also discovered symbols engraved in the hearth of an empty house for sale and the attempted unearthing of a Civil War soldier's grave in a remote area of the county several months ago. Dr. Tad Sullivan, a veterinarian who performed autopsies on several of the dogs, said they could have been killed by other dogs. Don Egan, president of the Union County Humane Society, said the society is offering a $500 reward for information leading to the conviction of anyone involved in the slayings.

"We're going to take whatever steps we have to to stop this," saidEagan. "When you find a dog with its head and legs cut there has to be something more to it. But I'm not familiar with cults and most of us in a small town like this don't know what to look Overly said he has asked cult expert Dale W. Griffis, a Tiffin police officer, to investigate at least five incidents of animal slayings that occurred in Union County since August.
