1 FORECASTS of speeds up to 3000 miles an hour and ranging altitudes of 25 to 50 miles above the earth were made recently by Capt. Eddie Rickenbacker, chairman of the board of Eastern Airlines and, naturally, an authority on aviation. Long before the close of the next 50 years, Captain Rickenbacker wrote, both fighters and heavy bombers will progress from" turbo-jet engines at a speed of sound to the more powerful ram-jet engines that will drive speeds up to from 2500 to 30O0 miles an hour. Continuing, he wrote: "These will be the forerunner of atomic powered fighters and bombers cruising; 25 to SO mile above the earth with a range to circle the gtobe without refueling. "Even these will be but stepping stones to rocket-driven guided missiles which will make obsolete our present conceptions of fighters and bombers.

Carrying a much further developed and devestating atomic bomb, these war machineg will be controlled electronically and will require the help of human beings only at point of take-off. The open sessions will be on accessory design problems, electronics and aircraft electrical systems, military aircraft and weapons operations, operational flight problems, human problems of flight, aerodynamics, structures and transonic testing techniques. AH these are topics recognized easily by anyone who loves to fly as of great interest and Importance. The principal address at the annual dinner, to be hfld Wednesday, will be delivered by Donald V.

Douglas, president of Douglas Aircraft, who will talk on "Our Shrinking World." At this dinner the institute will present the Octave Chanute and the Thurman II. Bane Awards. This year the Octave Chanute Award is being presented to George E. Cooper, assistant chief, flight operations group, Ames Aeronautical Laboratory, National Advisory Committee for Aeronautics, as the pilot who made a most notable contribution to the aeronautical aciences. This award was established in 1939 by the institute to honor the memory of one of America's pioneer aeronautical Investigators, who died in 1910.

The Thurman II. Bane Award, Riven annually to someone for outstanding achievement in aeronautical development, will come closer to home, as it will be presented to Dr. Helmut G. Heinrich, aeronautical research engineer at the Wright-Patterson Air Force Base at Dayton. Dr.

Heinrich is to be honored for "his outstanding accomplishments in the field of personnel parachute development." He invented and developed a personnel parachute that incorporates the first major design change in this equipment since its inception. Known as the personnel guide surface parachute, It is a low-hulk stable device for personnel use at high bailout velocities and utilizes the phenomena of Interference drag and the guide-surface principle. It is said to have the lowest opening shock and the highest, operational speed of all man-carrying parachutes. Careful tests have been made by the Air Force and Navy and In more than 800 jumps it has exhibited a stability so superior that no Injuries not even a sprained ankle resulted.
