(AP)-Tension ran high in this city of 5,600 Monday after the arrest of a young Cuban in the slaying of a woman who took him into her home when he was released from the nearby Fort McCoy refugee center. Officials said they hoped townspeople would not "overreact." Lene Cespedes-Torres, 20, was charged Monday with first-degree murder in the death of his sponsor, Bernice Taylor, 56, said Monroe County District Attorney David Shudllck. A criminal complaint alleged that Mrs.

Taylor was struck with a blunt instrument. Cespedes-Torres sat quietly during an initial appearance in Sparta before Monroe County Circuit Judge James Rice, who set bail at $30,000 and scheduled a preliminary hearing for Sept. 23. The Cuban refugee was found sitting in a chair in Mrs. Taylor's home Sunday morning.

When "The Tim Conway Show" makes its seasonal debut on CBS next Saturday night, it will be the only new entertainment series on the three networks unless you call the so-called actuality shows like "Real People" entertainment. "The Tim Conway Show" is the only variety show on the fall schedule. "It would be kinda funny if we got no rating at all," Conway says ruefully. The smooth-domed, wry-faced comic has already suffered combat fatigue in the rating wars. The regulars continue from last season: Maggie Ros-well, Miriam Flynn, Dick Orkin and Bert Berdis. The half-hour format brought some changes. "The sketches are necessarily shorter," said Conway. "Last season they averaged five minutes, this season they run about three minutes.

Then we do some short things, like a takeoff on the Jord-ache jeans commercials; we call it 'the Lardash That runs 20-30 seconds, whereas on an hour show it would have been three minutes. I think the format is good for those little things that should be brief. "IT'S NOT easy to do sketches In three minutes, because they should have a beginning, middle and end. Somethings, like an audience-participation stunt we did, can go as long as six minutes, if they're working." Sometimes it's because the show Is out of tune with the times. If 'Saturday Night Live' had started four years earlier, it would have failed. The audience was ready for it.

The same was true of 'Laugh-In' and 'All In the Family. If the public decides to go with a show, it can survive and beat the competition. "But the public changes. Look at 'Mork and okay one season and then struggling the next." The variety show has been out of vogue, Conway believes, "because the public has seen everything. All of the top stars have appeared on specials and do their thing on Johnny Carson.

There are no more guests stars who would merit staying at home to watch." He also suggested that attractions like "The Big Show" became too production-heavy. He observed: "The good thing about the 'Ed Sullivan Show' was its simplicity. A performer sat on a stool, played the guitar and did his act. Robert Garwood will try to prove he was mentally 111 when he was captured by the Vietnamese 15 years ago, attorney Vaughan Taylor said Monday. It was the first time Garwood's attorneys had said positively they would use insanity as a defense in the upcoming court-martial of Garwood on charges of desertion and collaboration with the enemy in Vietnam.
