Staff Writer STANFORD The Stanford City Council heard a presentation from police Captain Keith Middleton about fleet expenses for 1996. Middleton detailed his process of inspecting the department's seven-vehicle fleet at the end of each month. Each officer in the department uses the same vehicle throughout the month. In 1996, the fleet ran up a total of 82,727 miles, Middleton reported. Fuel consumption amounted to $17.151.36.

Routine maintenance was $5,420.77, which includes $3,497.43 for maintenance and repair on older vehicles in the fleet. Council member Geneva Owens prefaced Middleton's presentation by maintaining the council wanted the cars numbered one to seven. She said each officer should hand in a weekly chart recording vehicle use, maintenance and costs accrued during the week. "We want to know at the end of the month," Owens insisted. "We want records for the month.

We want to know who goes to Danville on the taxpay- Middleton said he has a file on every car and every officer. Though the cars are not numbered one to seven, they are recorded by the officer's badge number. Owens requested all account sheets for the previous year to examine at next month's meeting. Middleton said he would bring them, adding that the police department had no accidents in the past year. The captain also noted that today is Police Chief Don Young's last day in that position.

Young has taken a job as a security guard for Lincoln County High School. Middleton said the mayor would hire a new chief. Mayor Jack Withrow was absent from the meeting due to a heart catheterization earlier in the week. The captain also requested money for lightweight jackets for each of the officers in the department at $59.99 each. In the past, the Kentucky State Police have donated jackets but could not this year.

He pointed out the item was not one the council has funded in the past. The council approved buying the jackets. Police chief resigns HUSTONVILLE. The Hustonville City Council accepted the resignation of Police Chief Barry McCoy effective the end of this month. McCoy is leaving for a business opportunity in Eastern Kentucky, from where he came to Hustonville.

He said he wanted to thank the people of Hustonville for being able to serve as their chief. "I have been here a year, but I have made friendships that will last a lifetime," McCoy said. "I have had several jobs but I have had none that I liked anymore than this one." In other business, the council voted to have the fire department test the air tanks and repaint the fire plugs. It also approved extending water lines off old U.S. 127 in Moreland.

Man dies of apparent heart attack LIBERTY A Casey County man died from an apparent heart attack Thursday morning as he was driving along Ky. 501-Grove Ridge Road near the CaseyLincoln County line, Casey County Coroner J.C. Atwood said. Carl Floyd, 50, Yosemite, was pronounced dead at the scene by Atwood. An autopsy will be performed today in Frankfort to determine the exact cause of death.

State Trooper Ronnie Moran said Floyd was driving south on Ky. 501 when his pickup left the road and struck an embankment. He was not wearing a seat belt. The truck had minor damage. Floyd was the husband of Betty Thompson Floyd.

Funeral arrangements are incomplete at Bartle Funeral Home, Middleburg. A.E. "Tex" Smith A.E. "Tex" Smith, who served in local law enforcement for over 25 years, died Wednesday at home after an illness. Smith, 63, was a resident of Hustonville Road, Junction City.

Born June 11, 1933, in Carlisle, he was a son of the late Martin Luther Smith and Violet Lourane Hale Hoerner. He was a retired police officer and had Mr. Smith served as chief of police for Mr. Smith Crab Orchard, Burgin, Junction City and most recently in Hustonville. He was an Army and Air Force veteran.

Survivors include his wife, Ida Baker Smith; three daughters, Norene S. Cooper and Kathleen S. Sunday at Stith Funeral Home. Ethel R. Whitehouse Ethel Russell Whitehouse, 95, Louisville, formerly of Danville, died today at Christian Health Center, Lexington. Born Dec. 22, 1901, in Spencer County, she was a daughter the late Edward Graves and Lillie Martin Graves.

She was a homemaker and a widow of Walter Whitehouse, and a member of First Baptist Church. Survivors include a granddaughter, Leonna Kish of Satelite Beach, and a niece, Mary Catherine Graves of Danville; two great-grandchildren and three great-greatgrandchildren. She was preceded in death by a son, Richard William Russell. Services will be 11 a.m. Monday at Stith Funeral Home by the Rev.

Timothy Mathis. Entombment will be in Bellevue Cemetery. Visitation will be after 4 p.m. Sunday. Catherine Burton LANCASTER Catherine Burton, 70, Buckeye Road, died Thursday at Garrard County Memorial Hospital.

Arrangements are incomplete at Ramsey Funeral Horne. Frank Hawkins LANCASTER Frank Hawkins, 83, Harmons Lick Road, died Thursday at Ephraim McDowell Regional Medical Center. Born Oct. 16, 1913, in Estill County, he was a son of the late William and Mira Broughton Hawkins. He was a retired employee of Garrard County Road Department and a retired farmer.

He attended Harmons Lick Church of God. Survivors include his wife, Bessie Helton Hawkins; three daughters, Mae Collett, Elizabeth Akers, both of Garrard County, and Thelma Brock of Madison County; a son, Delbert Hawkins of Morristown, a foster son, Charles Sherman of Garrard County; seven grandchildren and five great-grandchildren. Services will be 2 p.m. Saturday at Spurlin Funeral Home by the Revs. Gary Story, Phillip Payne and Vernon Willard.

Burial will be in Lancaster Cemetery. Pallbearers will be grandsons. Honorary pallbearers are granddaughters. Visitation is after 6 p.m. Friday.

Jackie D. Padgett LANCASTER Jackie Darrell Padgett, 34, Lexington, formerly of Lancaster, died Thursday at University of Kentucky Markey Center. Born Aug. 3, 1962, in Lancaster, he was a son of Charles and Katherine Ramsey Asberry of Lancaster. He was a self-employed contractor and a member of Church of God.

Survivors include his companion, Chrissy Houghton of Lexington; a son, Bryan O'Neal Padgett of Casey County; a daughter, Candace Rene Padgett of Casey County; two brothers, Billy Joe Padgett of Lancaster and Michael Asberry of Lancaster; two sisters, Vickie Bolton of Lancaster and Donna Gail Harmon of Lexington; a grandmother, Vivian Ramsey of Science Hill. Services will be 3:30 p.m. Saturday at Spurlin Funeral Home by the Rev. Roger Campbell. Burial will be in Lancaster Cemetery.

Born July 10, 1913, in Johnson County, he was a son of the late Richard and Bertha Honeycut Collins. He was a retired automobile dealer and was retired from the State Department of Education.

He was a member of Centenary United Methodist Church. Survivors include his wife, Ruby Wells Collins; a son, Roger Collins of Lexington; and a grandson, Roger Collins Jr. of Little Rock, Ark. Sims WAYNESBURG Services for Leona P. Sims, 69, Mack Sims Road, will be 1 p.m. Saturday at Pleasant View Baptist Church by the Rev. Vola Brown. Burial will be in Double Springs Cemetery.

She died Wednesday at Fort Logan Hospital, Stanford. Born Aug. 31, 1927, in Lincoln County, she was a daughter of the late Frank Parsons and Mollie Rose Parsons. She was a counseling therapist for Bluegrass Community Action Services and a member of Pleasant View Baptist Church. She was the widow of Lee Henry Sims.

Survivors include two sons, Larry Stigler of Royal Oak, and Joe Sims of Sterling Heights, two daughters, Barbara Burns of Geraldine, and Yolanda Burton of Waynesburg; a brother, Carl Parsons of Waynesburg; five sisters, Joyce Maybrier of Stanford, Pauline McKinney of Waynesburg, Ruby Stogsdill, Joan Stoops and Effie Reynolds, all of Indianapolis, 12 grandchildren, and five great-grandchildren. Pallbearers will be Shannon Sims, Richard Gastineau, Brian, Kenny and Kevin Stigler, Mike and Regie Burns. Visitation is 6-9 p.m. today at Barnett and Demrow Funeral Home and 11 a.m.-1 p.m. Saturday at the church.
