survey phase of the Coordinated Land Program now being undertaken by the Surprise Valley and Vya Soil Conservation districts was given close exam ination in the field recently by governing board members of the two districts Miller of Vya chairman of the Vya SCD of northern Washoe County and Don Coops Cedarville chairman of the Surprise Valley SCD of eastern Modoc County Calif ac companied a Soil Conservation Service soil scientist on a field review of techniques and proced ures that are being used in the soil survey on public lands that i has been under way in this area A full explanation of how range land soils are described and clas sified and their relation to the potential productivity of the na tive plant community was given by SCS soilsmen Malchow of Reno and Hariy Summer field of Lovelock who have mapped some 200000 acres of northern Washoe rangelands dur ing the past summer It was pointed out to the board members that the soil itself is basic to any plant growth Be cause of this it was possible to determine areas of high or low forage potential on the range re gardless of the present condition of the native vegetation by a careful examination of the soil profile The classification of the soils also provides a basis for ex tending the data to other areas having the same or similar soils The survey: has particular sig nificance since a recent letter from the Bureau of Land Manage ment to the soil conservation dis tricts indicates that range users may be granted a non use permit for the difference between the cur rent forage production and the potential production during the period that range conservation and development work is under way to improve range forage pro duction The Vya and Surprise Valley Soil Conservation Districts are re ficers Association in Yerington plans were made to acquaint the public with a legislative program and to attempt to receive public backing The legislative action the group hopes to accomplish will establish a State Criminal Investigation and Identification Bureau set a 70 mile speed limit institute a fire arms education program and This income reporting time began one month earlier than usual for 1362 disabled vet erans and the dependents of some 814 deceased veterans on VA pen sion in the area under the Reno office James Harrison director of the Veterans Administration Re gional Office in Reno explained All VA pension recipients re ceived tabulating cards along with their November 30 checks They carry the words do not It is important that these instructions be followed On these cards beneficiaries must report all income received during 1962 and that expected in 1963 Income means everything including Social Security pay ments except of course the VA pension payments themselves Law requires the VA to use the reports to determine continued eligibility of pensioners and in same cases to make adjustments on the basis of increased dr de creased outside income The most important
