Hollywood movie producer seeking a gambling license for a plush Nevada $3500000 resort hotel and casino in Las Vegas told the Nevada tax commission today no gangsters or hoodlums were connected with the project Questioned by the commissioners were Julius Gaines prominant Miami Beach contrac tor Dr Irving Lester Alberts a Miami Beach physician and Lewis (Doc) Merman a Hollywood producer The three men with two others seek a gambling license for a new hotel casino in Las Vegas to be known as the Casa Blanca Also seeking the license are Murray Saul Miami Beach restaurant owner and Jack Goldman Miami Beach realtor Questioned Closely Gaines Alberts and Merman were questioned closely about anj possible connection Morris Bis choff a Miami gambler and Charles Tourine a Miami Beach resident with a four page crimi nal record might have in the proj Pechart Kessel Defer Plea for Gaming License Palace Club Permit Will Be Sought Next Month CARSON CITY April 13 Nevada tax commission learned to day that gamblers William Pechart and Dave Kessel intend to press ect Bischoff originally sought a license for 40 per cent of the Casa Blanca but was dropped from the application because of unfavorable publicity when that fact became widely known Bischoff alias Lefty Clark received considerable attention In the Kefauver report which associated him with various vigorously for a state gambling license for what is now operated as the Palace Club in Reno Attorney John Sinai appeared before the commission to inform it that Pechart Kessel and Walter Parman would apply formally with in a short time for the license Ready forQuestions Sinai said he wanted to ask the commission to complete whatever gangsters and syndicate circles All three admitted knowing Bischoff but all three also de nied under oath he had any further connection with the Casa Blanca although commis sion officials indicated they were far from satisfied on this point Alberts testified 'Bischoff had one of the biggest gambling names In the He added: anyone who spends any time in the Miami area knows who he Tourine's Record Cited Gaines was questioned closely about his association with Tourine currently a Miami Beach resident The commission disclosed Tourine alias Charles (The Blade) White has a four page criminal record showing arrests for investigation of charges ranging from murder and extortion to intimidation of witnesses Tourine his record showed served sentences at various times for gambling possession of an unregistered still and pa role violation Commission Rob bins Cahill described record one of the toughest ever Gaines as did Alberts and Mer man denied Tourine had any con nection with the Casa Blanca project Cahill told Gaines investigation of the Casa Blanca application led the commission to believe Tourine further investigation would be made of Pechart and Kessel as rapidly as possible so the men can be questioned if desired during a week long commission session scheduled for May The trio hopes to take over the' Palace Club some time in June Sinai said it was not yet clear whether the new operators if and when they get the necessary gam bling licenses would be able to use the name The pres ent operators of the casino have in dicated they may build a ace if they lose their present lease this summer as presently scheduled The commission questioned Pe chart and Kessel extensively sev eral months ago following an inves tigation of their gambling activities in Contra Costa county Calif At that time the pair were told their formal application might be favorably considered providing no damaging information was uncov ered by further investigation of their past activities Since that time doubt arose as to whether the two men could ob tain a gambling license from the city council No formal application has even been made but the coun cil according to disputed reports of what happened at a secret cau cus session to discuss the matter apparently is badly split on the subject Burglar denied on the basis of information Casino de Paris Owner Planning Another Whirl Lou Walters Hopes to Make Profit At Lake CARSON CITY April 13 (ID New York and Miami night club operator Lou Walters asked the state tax commission today to re his gambling license for the Casino de Paris at Lake Tahoe Walters operated the cafe casino formerly known as Tahoe Village at a loss of 5180000 in the 1952 season at the lake He said today however that he has learned enough about the enter prise and about the gambling business to feel he has a reason able chance of making a profit this year He said he would pay all debts by the club at the end of the 1952 season which he esti mated at less than $20000 or would make satisfactory arrange ments with creditors as speedily as possible Commission Secretary Robbins Cahill told Walters he felt this had to be done before considera tion of a gambling license could be completed Walters who operates the Latin Quarter night clubs in New York and Miami and also has stage shows by that name touring night clubs arid cafes was questioned closely about his connection with various gambling and underworld figures Jack riedlander Out He was questioned specifically about Jack riedlander a Miami gambler facing federal deporta tion proceedings and Alec Gold fine a New York gambler who managed the casino at the Lake Tahoe casino during part of the 1952 season Walters explained that because riedlander and some friends originally interested him in the venture he felt a moral obliga tion last season to let the former advise him in operations of the casino He noted however that he felt riedlander left much to be de sired and that he be asso ciated with the enterprise in no capacity whatever this year He reported Goldfine had been fired before the end of the 1952 lake season Walters admitted he knew little of the gambling business yet and proposed to hire Paul McDonald of Las Vegas formerly employed at the Stateline Country Club at the Lake to manage the casino for a salary plus a bonus at the end of the season it comes to gambling a Walters said can say however supposed to be the cafe manager in the He added his approved the annexation of Green Brae Terrace Addition No 5 to their city The new addition will contain 72 new homes to be built by George Probasco Inc It Terrace additions The prospect of further annexa tion to Sparks and a consequent additiorial load on failing city sewer facilities prompted the re signation of former Mayor odrin early this year The addition comprises a little over 14 acres Questioned at first by Sparks School Superin tendent Proter Hug as to or not a subdividor must under new legislation provide 2 acres of school property for each 40 acres annexed the ordinance tak ing the property into the limits was passed a tele phone call disclosed that the bill had not passed The ordinance annexing the land came near dying without a vote when it was called in the meeting and no and alley improvement program was finally decided last night following a lengthy and occasion ally heated protest hearing A large number of streets and alleys contained the tentative program had been removed by petition prior to the hearing Removed during the hearing as a result of protests were the following: Repaving of Plumas St from Monroe to Arroyo St paving curbs and gutters on Gould St from Second St south north south and 4 east west alleys bounded by Ral ston Bell ifth and Sixth Sts: north south and east west alleys bounded by Holcomb Ave Whee ler Ave Taylor and Crampton Sts There were no protests at all for Wards II and IV The removal of Gould St from the program left Ward HI with no improvement program at all this year Plumas Street Omltled The repaving of Plumas St which comes up for battle each year again failed Residents ol that area object to being assessed for the work maintaining that the state highway department put in the original paving and that the city ought to fix those parts of Plumas that are failing The big fight however came in the Sixth Ward This was over the paving of Taylor St from Kirman Ave to Wilkinson Ave Marshall Guisti councilman of the ward noted that Taylor serves as a boulevard and is the main street for approximately 60 homes south and east of the thorough fare Three persons living in the area slated for paving asked that the project be carried through However the owner of the larg est number of lots on Taylor from Kirman to Wilkinson Mario Belli objected He objected strongly Mr Belli said he refuses to "stub sewer and water con nections to his seven unoccupied lots until they are sold and ready for building adding that he also objected to paving costs before he had sold the majority of his lots Although the city usually tries not to pave before utilities connec tions are in they decided in this case to go ahead with the project Mr Belli promptly said he would protest paving of Kirman Ave fr5m Taylor to Roberts St Applicant Seeking Sands Hotel Siare CARSON CITY April 13 The state tax commission today questioned at length Lewis Led erer 46 year old former Chicago bookmaker who seeks a license for a five per cent interest in the Sands Hotel newest resort hotel addition to tne strip Lederer said he would pay $140 000 for the percentage interest He explained he would raise $70000 of this amount by sale property he owned in Chicago and that he had borrowed the remain ing $70000 from Joseph Grabiner whom he described as a retired Chicago bookmaker Interest He said Grabiner had shown Ta fatherly interest in him for mariy years and had made the loan with out security He denied he had ever been Tin partnership with Grabiner or with anyone else in Chicago bookmaking enterprises He said he operated a book in the Windy City front 1930 until 1951 doing business with Chicago businessmen and never en gaging in placing of lay off bets Lederer said he would become comptroller of the Sands if he ob tained a license and was presently employed by the hotel casino in a business capacity at a salary of $50 a day The commission may act Tues day upon application and upon those of four other persons seeking interests
