struct it A Miami hotelman Sam Cohen would hold a $1500000 mortgage upon the land involved Once constructed the hotel would be leased for $500000 a year to a group of businessmen from Miami and lorida who would op erate the project Gambling would be directed by Clarence (Bucky) Harris currently licensed for seasonal gambling at the North Shore Club at Lake Tahoe The gambling was to have been operated by Willie Bischoff whosename was dropped from the project after it became apparent he would not have been granted a state gambling license New Resort Planned Surprising the commission plans for a ninth luxury resort hotel for the same Las Vegas strip were out lined to members by Walter Stutz I and Nate Roseriberg Las Vegas i amusement enterprise operators Stutz told the commission the pair planned to spend $3500000 adding 200 rooms casino swimming pool theater restaurant and like facilities to the Desert Spa motel The present owner of the motel Mrs Lillian Woods would receive a 5 per cent interest Stutz said the project would be financed by himself Rosenberg and a dozen private investors as yet unselected A building company would be formed to construct the resort hotel after which it would be leased to an operating firm Stutz and Rosenberg indicated they would play a major role in both projects They said they hoped the could be completed and in operation by Thanksgiving of S12G Pistol Whipping Is Recalled at Lampman Trial Vegas Trip Staunchly Defended By Senators Assemblymen ELBERT "GRIZ" O'CONNELL Has Assumed Managership of BUICK TRANSER CO CARSON CITY March 2 The Sparks city charter would be amended to provide for calling of a special election to decide whether a city manager should administer the Rail City under terms of a bill Introduced in the assembly today The charter amendments were sponsored by two Sparks Demo crats Chester Christensen and Her bert Covington The special election would be called not less than 90 days before the next general election upon peti tion of 10 per cent of the number of voters who cast ballots at the November election If the city manager system was approved the council would be compelled to appoint a city man ager within six months Responsible to Council The post would be subject to rigid qualifications and the city manager would be responsible to the mayor and to the council He would serve at the pleasure of the ma or and the council and could not be removed until he was granted a hearing His salary would be fixed be $5000 and $9000 annually manager selected would not a resident of Sparks or at the time of his selec but he would have to reside in the Rail City after his appointment Christensen said he considered the city manager amendment the most important single change in the charter proposed in the bill Other changes in the charter would provide a method of naming a mayor in the event of the resig nation or death of such official No Method Now It was discovered following the recent resignation of Mayor odrin tkat the present charter provides no method for zoning a successor The charter would be to read that if the nrityor left the of fice except by an election change the post would be filled by one member of the city council to be named by that body The city councilman so named would have to resign as councilman and the remaining councilmen would name his successor The salary of the would be raised from $600 annually to a pos sible maximum of $3000 and thepay of" city councilmen boosted from $300 to $600 a year The sal ary of the city clerk would be boosted from $4000 annually to $4800 Other Amendments Other proposed charter amend ments would: 1 Increase from per cent to per cent of the total assessed property valuation within Sparks the maximum city tax on such prop erty Christensen said this would be done only at such time as the city was able to do so 2 Remove entirely a section which restrictsassessments to 50 per cent of the value bf the prop erty concerned 3 Make it possible to pay any portion of an improvement or spe cial assessment at the time it is levied and the balance upon terms and within limits to be prescribed by the city council 4 Provide that a competent in spector be named by the cit coun cil whenever any building project was undertaken by the city The measure was referred back to Christensen and Covington study By ROBERT BENNYHO United Press Sta'f Correspondent CARSON CITY March 2 Assemblyman George Rudiak (D Clark) today described a three day trip by a majority of 'the members of the Nevada legislature to Las Vegas last weekend as most brazen attempt ever made to influence the lawmakers by wining and dining them on a lost The lawmakers made the trip upon invitation of the Las Vegas Chamber of Commerce leaving Thursday and returning Sunday night Rudiak asked about statements concerning this he made to Las Vegas newspaper said to reporters whole purpose of this trip was to create a climate in which it would be impossible for any of this legislation to go Later in the day he repeated his remarks and amplified them upon the floor of the assembly Rudiak said he had been in formed that the Las Vegas trip was arranged by inter ests whp are trying to kill bills calling for a legislative investi gation of the Colorado River Commission and an increase in gambling The Las Vegas attorney a Demo crat is the chief author of assem bly measures calling for a legisla tive investigation of the CRC and for an increase in gambling taxes to a maximum of five per cent of gross income The present tax is two per
