LUCY JARVIS sounds more qualified to be a detective than an Emmy-award-wining producer for NBC News. To hear her tell how she managed to complete arrangements for next Tuesday night's "Inside Scotland Yard" special (8 p. Channel 5), you might figure she's in the wrong business. We met last month in her New York City NBC office. Busy Miss Jarvis was late but once we got started, she was especially willing to talk about "Scotland Yard" and her other NBC successes.

"I wouldn't be half as successful as I am if I weren't a woman producer," she made it clear. Her advantages? "I bat my eyelashes, look a little sad and it works. It's why Khrushchev said 'yes to me and 'no' to two male producers." THAT WAS THAT memorable 1967 "Khrushchev in Exile" news special she was talking about. But, she can tell you comparable stories about her 1964 "The Louvre," the 1963 "Kremlin" or even last year's "Trip to Nowhere" epics. She told me how she made a for the Scotland Yard special years ago but the other specials got in her way and she had to "lay the lines again." Therefore, a fresh start was necessary.

She knew that Sotheby Galleries, the art-antique auction house In London and New York City, would have an excellent relationship with the Yard.
