A MORE LIKE AN By ANN and BILL RABE NEW YORK A radio office here in the East sent out a five-minute program that set the world on its ear last week. The office was the headquarters of Radio Free Europe, which beams programs from Munich, Germany, and elsewhere to behind the Iron Curtain. The program was President Eisenhower's Christmas message.

And the world was set on its ear by Nikita S. Krushchev, boss of the Communist Party in Russia, as he de nounced President Eisenhower, the United States and most of the Free World for "meddling" in Russian internal affairs. This telegraphed around the globe the fact that the supposed Peace of Geneva was as dead as the coffin nails in Stalin's box. Here's the exclusive story on just how that explosive Christmas message was launched. The propaganda-program boys at Radio Free Europe, an agency of the Crusade for Freedom, decided it would be nice if the United States said Merry Christmas to the Russian people.

Since Radio Free Europe operates as if it weren't a Government agency nobody has to ask permission for this sort of thing. But they do have to ask somebody to speak the piece and of course the President of the United States was the logical spokesman. A rough draft of the very brief message was put together by Radio Free Europe and OK'd via phone by the President's press secretary and others. Off went the message, from New York to Munich, and thence, for reasons which only radio engineers can explain, to Lisbon and transmission into Czechoslovakia, etc. Somebody passes the message from the Communist monitor stations up to the Russian Politbureau.

Comrade Krushchev picks it up, blows his stack, and poof! gone is the Geneva Peace-like Attitude. The press around the world wanted to know what President Eisenhower had said that so angered the Reds. Reporters converged on the presidential press secretary and assistants. But they didn't remember what was in the message and had no copies. The statement was finally issued by the man who thought it up in the first place the propaganda chief at Radio Free Europe in New York.

Remember that, you young politicians who want to get ahead as assistant coat holders in your district headquarters'. COVERING HIGHLIGHTS of Detroit television programs from a desk in the Belmont Plaza in New York is maybe the tough way; but here it is: "Disneyland" (7) drags out armor, costumes and fiery steeds for part one of "When Knighthood Was in Flower," starring Glynis Johns and Richard Todd, who was seen in the title role of Disney's earlier "Robin Hood." John Nesbitt narrates "The Forgotten Step" starring Monty Wooley at 8:30 on "MGM Parade" (7). At 9 on "Kraft Theater" (4), in "The Thieving Magpie," a once successful author finds himself at the bottom of the ladder. It's a drama in the ring, Gene Fullmer vs. Rocky Castellani.
