Enquirer TV Columnist A YEAR AFTER WUBE, went on the air ln Cincinnati it has developed a significant audience among teen-agers and young adults.

On January 15, 1055 "WB" went on the air as the successor to WCPO radio. Scripps-Howard Broadcasting had sold WCPO to a West Coast group headed by entertainer Danny Kaye and Lester Smith who Is president and general manager of Seattle, Portland and Tacoma parent company. Immediately, WB set Its pattern. It emphasized a rock and roll sound and thereby challenged WSAI's market head-on. "We emphasize music," says Jerry MacFarlane, program director.

"We play down the personalities. I've set a limit to the amount of time a disc jockey can talk. They're allowed a little time, but the listener wants to hear the sound. "Besides," he adds, "it takes too much time to develop a personality." MacFarlane also devised another gimmick to attract listeners, particularly Timmy Loughlln is a pleasant little boy, nine years old. But Timmy's present mental age Is four years old and it is expects ed that he never will mature mentally beyond the age of 10.

Timmy Is a Mongoloid. Tuesday night, Channel 12 carried a report on the work that is being done to help Timmy. Actor E. G. Marshall narrated the account of Timmy's training at the Kennedy Child Study Center in New York and at St.

Colletta's school for retarded children In Hanover, Massachusetts. The subject, of course, is a painful one but no less real. "The Long Childhood of Timmy" was a gentle but disciplined account of the people who are helping Timmy and their hope. 1, young listeners. It's called '20-20 news, a curious name that does' NOT Imply that "WB" has perfect vision.

The news s-'mply is broadcast 20 minutes before the hour and 20 minutes after the hour on 20 and 40 minute intervals. "The kids want to hear music," says MacFarlane. "And while other stations are broadcasting the news on the hour and half-hour they can turn to us and hear the music." Like it or not, MacFarlane takes a cold, candid look at rock and roll. "This Is the music that young adults ln the 20's grew up with and they are just as attached and identify just as much with It as we did with Tommy Dorsey or Glenn Miller. That's the song they played on our first date or when the boy bought his first car.

"It has changed, however. People grow up and their tastes change. So has the music. Some of it has full orchestrations. It's no longer two guys screaming and strumming a guitar.

"WB's FM arm, WCXL plays smooth, good music from 6 a. m. to midnight. Eighth Queensgate. The building currently is under construction on the north side of Eighth Street near Dalton Avenue. R. Douglas McLarty, general manager of WSCO-TV said Wednesday that the station is negotiating a lease with the owners of the building. There will be other tenants besides the the television station.

WSCO-TV will operate on UHF Channel 19.
