USE FUND SURPLUS Servauat TOMEN of today are not fettered by To Provide ITlreproof Protection For Records, Is Suggestion. Repeaentative Nathan Vigran yesterday commented on an article published in Saturday's Enquirer relative to the fire hazard of the Ohio Workmen's Compensation records and the scoring of legislative delay by a committee of the Ohio Manufacturers' Association. The report of the committee lnfer-entlally denounced the do-nothing policy of the recent General Assemblies which, despite protests from manufacturers, labor organizations and civic organizations, refused to consider the question of safe storage for the records.

Mr. Vigran said; "The Imperative immediate need for fireproof protection for the workmen's compensation records in Ohio is beyond question." He said one of the reasons this protection has, not been obtained is because of the policy of labor lobbyists insisting that fuhds necessary be paid by the taxpayers of Ohio who now are contributing 11,000,000 annually toward the cost of operation of the workmen's compensation law in Ohio, notwithstanding fhe fact that the Ohio state Insurance fund has a fund of approximately $55,000,000, and that of this $55,000,000 there is a surplus over and above all other reserves of $5,500,000, which Is divided into an absolute surplus of $2,300,000 and $3,200,000 catastrophe reserve. Mr. Vigran further said the only thing necessary to obtain protection for the workmen's compensation in Ohio is for labor lobbyists and the Ohio Manufacturers' Associations' lobbyists to consent to take the money from the surplus of the workmen's compensation fund, which he doubts the manufacturer received credit for, and pay for protection of the records from- the state insurance fund. i Mr.

Vigran further said that between the Ohio Manufacturers' Association and the labor lobbyist a representative or Senator doesn't, have much to say about workmen's compensation legislation. yy They do the practical thing.
